Job Description
 
Performs responsible professional work ensuring quality-level management of processes for the Emergency Medical Services (EMS) System within the Orlando Fire Department. Work includes case reviews, broad Emergency Medical Services (EMS) transport billing and report writing capabilities, statistical analysis, and direct observation of personnel while performing their duties within a classroom setting. In addition to the quality management responsibilities, this position assists the Training Officer with the Continuing Education Program of Orlando Fire EMS Division. Duties are performed under the general direction of the Emergency Medical Services Assistant Chief; with support form the Medical Director's Office and OFD EMS Training Officer(s); and reviewed through conferences, reports, and the overall effectiveness of the quality management program.

Minimum Qualifications:

Associate's Degree in Emergency Medical Services or Nursing and four (4) years clinical experience at least two (2) of which must have been in an emergency/field setting (hospital emergency room, hospital critical care unit, fire/rescue department, ambulance company, or medevac service); or an equivalent combination of education, training, and experience. Valid Florida Driver's License required. Must possess and maintain State of Florida or National Registry as a Paramedic, or obtain within six (6) months of hire if already a Registered Nurse (RN) or similar capable medical professional (e.g., physician assistant).

Must possess and maintain the following certifications to instruct, or obtain within nine (9) months of hireAmerican Heart Association (AHA) Advanced Cardiac Life Support (AHA ACLS), AHA Pediatric Advanced Life Support (PALS,) instructor, AHA Cardiopulmonary Resuscitation (CPR), and aha Basic Trauma Life Support (BTLS) instructor or International Trauma Life Support (ITLS) Instructor.
 
Responsibilities

Directs efforts toward quality patient care and documentation, including providing procedures, training, and resources for Fire Department members.

Maintains criteria for quality reviews/performance improvement.

Reviews and provides feedback with documentation of EMS patient reports specific to billing requirements for Medicare/Medicaid.

Selects reports for review focusing on ALS Cardiac, ALS Trauma, and BLS General Medical.

Reviews the patient care report against patient care policies, procedures, and protocols.

Develops and uses standard scoring criteria; calculates and scores patient care reports consistently and fairly.

Provides timely and consistent feedback to the EMS system administration and field technicians in order to eliminate repetition of errors.

Assists the EMS Training Officer with planning, organizing, and implementing training activities as needed.

Prepares special reports and studies; participates in short- and long-range planning.

Oversees the OFD EMS run reports, ensuring adherence to protocols, accurate documentation, and efficient billing processes, while also providing ongoing training and collaboration for enhanced crew performance. Runs and review reports; verifies that all procedures and interventions performed by EMS crews are accurately documented according to protocol requirements; identifies and addresses any discrepancies or issues that may affect billing accuracy; coordinates with the Billing Department to facilitate corrections and ensure timely and accurate billings; and provides ongoing training sessions and collaborates with EMS crews to ensure they are equipped with the most up-to-date practices, protocols, and documentation standards.

Adds new software updates and new versions of ESO to tablets; reinstalls ESO on tablets if corrupted; tracks all updates, installations, and reinstalls on spreadsheet; ensures that the spreadsheet is linked to EMS Supply for seamless coordination; engages with ESO support as necessary for assistance or troubleshooting via email or phone; and documents all communications for reference and follow-up.

Performs quality assurance checks for narcotic use using Operative IQ platform and ESO for accuracy of documentation and adherence to operational standards; reviews various reports and data entries to identify any discrepancies or areas for improvement with narcotics handling.

Reviews report of pending requests of retiring or resigning employees (or assigned to other team members); used to prevent any disruption in workflow caused by unresolved requests.

Attends quality assurance (QA) review meetings and actively participates in discussions; documents meeting proceedings, including QA process reviews, identified issues, action items, and resolutions in order to support continuous improvement efforts; and works directly with the Medical Director's Office to ensure that compliance to protocols is documented via reports.

Reviews and evaluates critical alerts, including Stroke, STEMIs, Trauma Grays, and Sepsis, within the ESO platform; collaborates with relevant teams to address any issues identified; and implements necessary improvements to enhance response times and patient outcomes.

Conducts billing reconciliations, including resubmitting reports and managing John/Jane Doe reports; resolves discrepancies.

Receives and processes referrals for the Community Response Team; assesses the urgency and nature of each request and coordinates with the appropriate personnel or agencies to address community concerns; and maintains clear documentation of all referrals and their outcomes for tracking and reporting purposes.

Serves as the primary point of contact for elderly individuals in need of assistance outside of 911 services (ElderLink); coordinates with relevant departments and organizations to provide necessary support and services to elderly individuals, including medical assistance, social support, and other resources; ensures timely communication/collaboration to meet the needs of each individual referred through the ElderLink program; and maintains a focus on compassionate and effective care.

Generates and analyzes the Offload Report (EMS wait times for patient drop off at ER) and other Insights Reports to identify trends, areas for improvement, and operational efficiencies.

Assists with patient records by locating missing reports; adjusts and expedites release of records to lawyers, billing, medical examiner, and family.

Oversees EMS Division facility maintenance, repair scheduling, and other daily administrative duties.

Develops and delivers comprehensive documentation courses tailored for newly hired field crews; conducts interactive training sessions, including lectures, workshops, and hands-on exercises, to educate new hires on proper documentation techniques; and offers follow-up guidance and support. Conducts refresher courses for current field Crews; reviews and reinforces critical concepts, updates, and best practices in documentation.

Assists Training Department with delivering certified training courses (CPR, ACLS, and PALS to name a few); conducts hands-on practice sessions and simulations to reinforce skills and confidence in responding to medical emergencies.

Stays current on medical protocols and guidelines relevant to emergency response; offers support and clarification to ensure seamless integration of protocol updates into daily practice.
