Job Description
 
Performs professional and administrative work managing the Inspection Services Division's construction inspection staff enforcing state and local codes and statutes governing the design and construction of buildings, structures, site infrastructures, and other public projects. Position requires considerable knowledge of building construction, carpentry, electrical, mechanical, plumbing, fire and life safety systems as well as the in depth knowledge of all the related codes and ordinances. An employee assigned to this classification must exercise considerable initiative and independent judgment in the implementation of the Florida Building Code, Florida Residential Code, Handicap Accessibility Code, Florida Energy Code, and City codes adopted by the state of Florida. Inspection work is performed outdoors and employee is occasionally required to conduct field inspections as part of the supervisory duties. Is responsible for planning, organizing, instructing, and supervising a Citywide inspection program involving the enforcement of all municipal codes and ordinances governing building construction and minimum housing standards. Work is performed independently, but is reviewed by the Permitting Services Manager through conferences, reports, and results obtained.

Minimum Qualifications:

Associate’s Degree in related field and eight (8) years experience in a building construction trade at the journey level, supervisory, or contractor level, including experience as an inspector one (1) of which must have been as a supervisor; or an equivalent combination of education, training, and experience. Must possess certification as a standard plans examiner and inspector in at least one trade discipline from the State of Florida Department of Business and Professional Regulation/Building Code Administrators and Inspectors Licensing Board. A valid Florida Driver's License is required. Must pass a polygraph examination.
 
Responsibilities
 
EXAMPLES OF WORK PERFORMED:

Supervises inspection staff on commercial and residential projects as related to the Florida Building Code, local City ordinances, and state statutes.

Trains, supervises, and coordinates the work of assigned inspectors and inspection supervisors.

Reviews construction drawings.

Receives information on various properties and structures which need to be inspected; supervises and participates in the enforcement of all regulations governing building construction and minimum housing standards.

Provides staff with direction on methods of inspection, public relations, scheduling, and case documentation.

Confers with property owners, tenants, attorneys, contractors, and other interested parties in regards to actions taken by the Division and attempts to work out reasonable solutions in the best interests of all concerned.

Reviews new construction.

Assists with budget preparation.

Regularly lifts up to 10 pounds and occasionally lifts up to 40 pounds.

Manages the permit renewals, extensions, and withdrawals service page requests processed by inspection services permit technicians; reviews and determines validity of requests in accordance to codes, statutes, and ordinances; and updates status and milestones of permits when renewed, extended, or withdrawn.

Manages the overtime inspections service page requests processed by inspection services permit technicians; assists in determining inspector assignment of after-hours inspections; and schedules after-hours inspections if same day or on weekends.

Manages the TCO (Temporary Certificate of Occupancy) service page; reviews TCO requests submitted by contractors to determine eligibility. If approved, adds log and sends billing information; when fees are paid, issues TCO sign-off forms. Schedules TCO inspections at contractors’ requests; receives fully executed TCO sign-off forms to issue the Temporary Certificate of Occupancy for a period of 30 days.

Processes TCO extension requests. If the extension request is approved, adds log and sends billing information; when fees are paid, issues a new Temporary Certificate of Occupancy. Notifies contractors of expired TCO’s; emails them to bring their projects back into compliance. Reports non-compliant projects to Code Enforcement.

Reviews Certificate of Compliance submissions from the private provider service page to determine whether documents submitted are complete and accurate. If they are satisfactory, issues either the Certificate of Occupancy or Certificate of Completion. If the submission is incomplete or inaccurate, sends the compliance packets back for corrections and resubmission.

Receives and answers transferred phone calls asking for assistance with inspection-related issues; responds to lien search inquiries sent by multiple entities.

Coordinates vehicle service for Permitting Services and Facilities with Fleet area.

Reviews dash camera video sent by Samsara; determines the cameras AI accuracy; and coaches drivers of violations when necessary.

Reports accidents to Risk Management.

Is responsible for maintaining continuing education requirements for the inspection staff; finds eligible continuing education programs for staff;

Leads Permitting in the Economic Development pre- and post-disaster response activities; begins hurricane preparation at least 72 hours prior to expected event. Meets with inspection staff to request they notify construction superintendents to safe up sites (tie down, remove, store any construction material/debris that may become airborne or hazardous). Establishes tentative Inspection Services teams; creates lists of required inventory equipment and supplies; confirms that employee emergency information is updated for all staff members; updates the status of field emergency equipment and supply kits; updates the status of construction sites; and acquires any needed equipment/supplies/forms. Meets with staff to update them and inform them of potential alternate work plans/sites; confirms that all City vehicles have a full tank of gas; and confirms all staff is on standby to report as needed. Posts post-disaster duties; dispatches teams into the field to assess damage and respond accordingly.

Ability to establish and maintain effective working relationships with employees, representative from other divisions, contractors, sub-contractors, and the general public.

Ability to effectively navigate and utilize standard computer programs, email, and web-based operations.

Ability to continually exercise authority and to produce expected results from broad goals to general responsibilities.

Ability to lift up to 40 pounds.

Ability to bend, stoop, reach, walk, and stand for extensive periods of time.

Ability to work out doors in inclement weather.
