Job Description
 

Special Operations:

Performs responsible enforcement work and office duties ensuring compliance with applicable City of Orlando codes, ordinances, and regulations. Assigned to the Special Operations of the Orlando Police Department (OPD) and is responsible for enforcing Chapter 55 dealing with taxicabs and other "vehicles for hire" in addition to Chapter 6 dealing with horse-drawn carriages. Work is performed independently. Inspections require the employee to make decisions requiring use of judgement and discretion. An employee assigned to this classification must use their own vehicle during inspections. Results are reviewed through conferences and examination of completed documents.

Airport Operations:

Performs responsible enforcement work and office duties ensuring compliance with appli­cable City of Orlando codes, ordinances, and regulations. Assigned to the Airport Division under the Deputy Division Commander of the Orlando Police Department (OPD) and is re­sponsible for enforcing Chapter 55 dealing with taxicabs and other "vehicles for hire." Work is performed independently. During inspections, the employee is expected to make sound decisions utilizing their judgment and discretion. Results are reviewed through conferences and examination of completed documents. 

Minimum Qualifications:

High School Diploma/G.E.D. Certificate with four (4) more years experience in the enforcement of policies, codes, or ordinances, or conducting field inspections; or an equivalent combination of education, training, and experience. Valid Florida Driver's Licence required. Must pass police background investigation which includes polygraph.

Additional Qualifications for Promotion:

Promotions are not to be considered an automatic function of longevity and are subject to the review and authorization of the Supervisor. The employee’s last performance review must have resulted in an overall rating of Meets standards or better with no factor rating of less than meets.

 
Responsibilities
 
EXAMPLES OF WORK PERFORMED:

Enforces activities against non-licensed "for hire' operators and licensed operators that violate city code.

Conducts vehicle safety inspections and taximeter tests; prepares inspection reports and makes written and oral presentations before the Vehicle for Hire Administrator and the Vehicles for Hire Appeals Board.

Uses small hand tools to properly seal meters.

Oversees day-to-day operations of driver permitting process; reviews applications, tests and fingerprint cards to ensure properly entered and maintained; participates in issuance of vehicle permits.

Makes recommendations to the Vehicle for Hire Administrator and Transportation Permit Board.

Conducts pre-application meetings for persons wishing to apply for vehicle permits; conducts review of new company application packages and makes recommendations regarding these applications to the Vehicle for Hire Administrator.

Acts as back up for the Recording Secretary to the Board and Administrator. Assists with the preparation of meeting agendas for Board and Administrator.

Prepares invoices and requisitions for supplies and equipment as required.
Participates in surveys for industry and regulators as to trend and activities.

Participates in workshops and meetings within the industry.


KNOWLEDGE, SKILLS AND ABILITIES:

Knowledge of "for hire" vehicle and Horse Drawn Carriage regulations.

Ability to interpret, understand, and enforce Chapter 55 and Chapter 6 codes.

Ability to readily acquire a working knowledge of and apply various City codes and regulations.

Ability to walk over uneven terrain, bend, kneel, and stoop.

Ability to carry materials and equipment.

Ability to enforce codes and regulations firmly, tactfully, and impartially.

Ability to establish and maintain effective working relationships with other employees.

Ability to follow oral and written assignments; ascertain facts through investigation.

Ability to communicate effectively orally and in writing.

Ability to operate small hand tools and automobiles in order to conduct inspections.
