Job Description
|
|
Under general supervision, reviews preliminary building construction plans to ensure compliance with the City of Orlando's Land Development Codes, Concurrency Management, and other applicable codes, ordinances, or standards in assigned areas of responsibilities (such as new and existing residential or commercial buildings, signage, driveways, parking areas, and landscapes). Consults with developers and property owners to explain reasons for approval or disapproval and offer alternatives to meet compliance. Performs other related duties as assigned.
Minimum Qualifications:
Associate's Degree in Engineering Technology, Business, or related field and four (4) years related experience in construction, permitting, planning, drafting, or related field; or an equivalent combination of related training and experience.
Additional Qualifications for Promotion:
Promotions are not to be considered an automatic function of longevity and are subject to the review and authorization of the Supervisor. The employee’s last performance review must have resulted in an overall rating of Meets standards or better with no factor rating of less than meets.

EXAMPLES OF WORK PERFORMED:

Reviews preliminary and final plans and other documents relating to land usage and development to determine compliance with applicable ordinances, rules and regulations in assigned area which could include streets, storm drainage systems, and sanitary sewer systems; prepares feasibility reports outlining conditions for approval for supervisors' review.
Reviews and processes applications for allocation of sewer capacity; evaluates sewer capacity need and calculates sewer benefit fee based on data from sewer service application and construction plans utilizing standard formulas. Ensures fees paid in accordance with established policies. Calculates impact fees and ensures fees paid in accordance with established policies.
Provides technical assistance to property owners, architects, engineers, and developers regarding questions on plan review process in area of assignment such as storm and sewer drainage, driveways, parking lots, and roadways; offers alternative methods of obtaining compliance or reduce cost such as by explaining ways of reducing projected waste water flows.
Reviews and interprets record plats, field survey notes, right of way, and as built drawings to determine characteristics of proposed construction projects and plots.
Attends various meetings such as Technical Review Committee, Board of Zoning Adjustment, etc. to provide input concerning the Bureau's requirements regarding land usage and development.
Operates computer to enter, retrieve, delete, and/or manipulate various types of engineering data; prepares various projects.
KNOWLEDGE, SKILLS AND ABILITIES:
Knowledge of building construction, materials, and methods.
Knowledge of basic math as used in construction to measure area and to compute fees.
Skill in reading and interpreting technical drawings and blueprints.
Effective oral and written communication skills.
Ability to learn and interpret the City of Orlando Land Development Code including Urban Storm Water Management Manual, Sewer Service Policy, Engineering Standards and Concurrency Management (Chapter 58-66).
Ability to read and interpret plans, specifications, technical drawings, blueprints and other construction documents to determine compliance with codes and standards and compare them with construction in progress.
Ability to read and interpret construction documents, plans, and specifications to determine compliance
Ability to interpret and enforce regulations with honesty, impartiality, and tact.
Ability to use personal computer and enter or record data accurately.
Ability to provide good customer service.
Ability to establish and maintain effective working relationships with others including staff, contractors, developers, property owners, and the public.
Ability to maneuver heavy plan documents and plat books.
