Job Description

|
Under close supervision, performs routine field inspection duties in assigned functional areas, such as stormwater or solid waste disposal, in order to determine compliance with City of Orlando code, ordinances, and other requirements. Issues violation notices. Advises owners and others on codes, regulations, and standards. Makes recommendations for gaining compliance. Performs other related work as assigned. Expected to work under general supervision upon gaining sufficient knowledge and experience.
Minimum Qualifications:
Associate's Degree in Engineering Technology, Construction Technology, Earth Science, Environmental Science, Business, or related field and two (2) years general experience in a related area such as construction, maintenance, inspection; or an equivalent combination of education, training, and experience. Valid Florida Driver's License required. Must pass background check which includes polygraph. Knowledge or experience in the designated functional area desired.
STORMWATER: Must obtain Erosion and Sedimentation Control Inspector Certificate within the first year of employment.
Additional Qualifications for Promotion to Code Inspector II:
Must meet the minimum requirements for the II level and last performance evaluation must have resulted in an overall "Meets Standards" rating or better with no factor rating of less than "Meets Standards." An employee is expected to be promoted to Code Inspector II upon meeting the minimum requirements and supervisory approval.

EXAMPLES OF WORK PERFORMED:

Performs field inspections in assigned functional area to determine compliance with applicable City codes, ordinances, or other regulations; if violation exists, issues violation; confers with owners, contractors, or others to explain codes, regulations and requirements to obtain compliance. Following are some functional areas where code inspectors may work:
Stormwater: Inspects various types of ponds, underdrains, exfiltration, underground vaults or control structures, and other related stormwater management systems of private facilities to ensure systems function properly.
Solid Waste: Inspects solid waste including sludge, garbage, refuse, combustible materials, and other material including liquid, semisolid, or contained gaseous material resulting from domestic, industrial, commercial, mining, or governmental operations in order to prevent the spread of disease or that may pose a substantial hazard to human health or the environment when improperly transported, disposed, stored, treated, or otherwise managed.
Investigates complaints to determine compliance with codes, regulations and ordinances; researches records to determine ownership of property or responsibleparty to resolve issue; may issue violation notices as appropriate.
Inspects premises/operation of applicants for new or renewal licenses/permits; checks and processes licenses; collects samples for analysis, recommends necessity for surcharge and sampling frequency, ensures automatic sampling installations and internal water meters function properly.
Provides information to interested parties related to assigned area such as codes, requirements, standards and related information including permits, contractor registration, licensing requirements, or other related matters.
Develops compliance schedule and resolves other related issues; may work with management and legal staff on complaints or lawsuits regarding code violations.
Completes inspection reports and supplements records with photographs as appropriate; completes daily logs; organizes and maintains accurate files.
KNOWLEDGE, SKILLS AND ABILITIES:
Ability to learn, interpret, and apply applicable City codes, ordinances, and other requirements related to assigned functional area such as:
Stormwater: Basic knowledge of stormwater system design, construction methods and practices including the function of various types of ponds and nuisance vegetation, exfiltration, underdrains, underground vaults, control structures, and other related stormwater management systems; City’s Stormwater Utility Code and drainage system; Water Management District criteria.
Solid Waste: Knowledge of City code, including a thorough knowledge of Chapter 28, roll off related ordinances and rules and regulations concerning the collection, conveyance, and disposal of solid waste as deemed necessary, including but not limited to, regulations concerning the days of collection and type and location of containers.
Communication skills, both in writing and verbally, to effectively convey information and to listen and understand information presented by others; to write inspection reports and recommended approaches for resolution of problems or issues.
Interpersonal skills necessary to resolve problems and deal tactfully with stakeholders and stressful situations.
Ability to read and interpret technical information including construction plans, blueprints, drawings, plats, maps, and other related documents to determine compliance with standards.
Ability to learn inspection methods for assigned functional area, including to inspect, identify and diagnose problems to determine compliance; for stormwater, to determine cause of drainage problems, diameter of pipes, and approximate elevations in pond systems to determine compliance with standards.
Ability to enforce codes and resolve problems in an effective and tactful manner.
Ability to prioritize work and meet timelines effectively.
Ability to record, organize, and maintain accurate records and documents.
Ability to establish and maintain effective working relationships with business representatives, co-workers, management, legal staff and governmental agencies.
Ability to operate various inspection tools and equipment including computer, digital camera, scanner, measures and other inspection tools.
Ability to physically perform field inspections in various weather conditions involving walking, standing, kneeling, stooping on uneven terrain, and lifting heavy objects such as manhole lids.
Ability to drive a vehicle, locate sites, and navigate around the City in an efficient manner.
