Job Description
 
Under general supervision, performs a full range of field inspection work from routine to non-routine and moderately difficult in the assigned functional area, such as stormwater or solid waste disposal. Determines compliance with City of Orlando code, ordinances, and other requirements. Issues violation notices. Advises owners and others on codes, regulations, and other requirements. Makes recommendations on methods of obtaining compliance. Performs other related work as assigned.

Minimum Qualifications:

Associate's Degree in Engineering Technology, Construction Technology, Earth Science, Environmental Science, Business, or related field and four (4) years specialized experience performing a full range of stormwater compliance inspection, water management inspection, and solid waste inspection; or an equivalent combination of education, training, and experience. Valid Florida Driver's License required. Must pass background check which includes polygraph.

STORMWATER: Must possess Erosion and Sedimentation Control Inspector Training Certificate and Florida Stormwater Association or Florida Water Pollution Control Operators Association Certificate; or other comparable certifications or courses.
 
Responsibilities
 
EXAMPLES OF WORK PERFORMED:

Performs field inspections in assigned functional area to determine compliance with applicable City codes, ordinances, or other regulations; if violation exists, issues violation notice; confers with owners, contractors, or others to explain code, regulations and requirements to obtain compliance. Following are some functional areas of work:

Stormwater: Inspects various types of ponds, underdrains, exfiltration, underground vaults, control structures, and other related stormwater management systems of private facilities to ensure systems function properly

Solid Waste: Inspects solid waste including sludge, garbage, refuse, combustibles, and other discarded material including liquid, semisolid, or contained gaseous material resulting from domestic, industrial, commercial, or other operations in order to prevent disease or hazard to human health or the environment when improperly transported, discarded, stored, treated or otherwise managed.

Investigates complaints to determine issues and deviation with codes, regulations and ordinances; researches records including plats to determine ownership or responsible party to contact and resolve issue; may issue violation notices as appropriate.

Inspects premises/operation of applicants or customer to determine appropriate action; such as for new or renewal of licenses/permits, checks processes; check licenses; collects samples for analysis, recommends sampling frequency and surcharges, checks proper functioning of equipment or installation such as meters or determines approximate elevations of pond by measuring from control structures.

Provides information to owners and interested parties related to assigned area such as codes, regulations, standards and other requirements such as information about permits, contractors licensing requirements, and other related matters.

Meets with owners and others to settle deviations, resolve issues, and develop compliance schedule; may work with legal staff when responding to lawsuits regarding code violations as necessary.

Completes inspection reports and supplements records with photographs as appropriate; completes daily logs; organizes and maintains accurate files; performs other related work as assigned.


KNOWLEDGE, SKILLS AND ABILITIES:

Knowledge of applicable codes, ordinances, and other requirements pertaining to assigned functional area such as:

Solid Waste: Knowledge of City code, including a thorough knowledge of Chapter 28, roll off related ordinances and rules and regulations concerning the collection, conveyance, and disposal of solid waste as deemed necessary, including but not limited to, regulations concerning the days of collection and type and location of containers.

Stormwater: knowledge of stormwater system design techniques, construction practices including various types of pipes and diameters; function of various types of ponds and nuisance vegetation; exfiltration, underdrains, underground vaults, control structures, and other related stormwater management systems; City’s Stormwater Utility Code and drainage system; Water Management District criteria.

Knowledge of construction practices and design techniques including construction plans, blueprints, and models, such as knowledge of various types of pipes and their diameters for stormwater.

Interpersonal skills needed to deal tactfully with stakeholders to achieve compliance, as well as to establish and maintain effective working relationships with owners, representatives, staff, management, and other governmental agencies.

Ability to communicate effectively to convey information effectively as well as to listen and understand information presented by others, and to write accurate inspection reports.
