|
ENVIRONMENTAL CONTROL: Performs responsible work in supervising the overall operational requirements of the Industrial Wastewater Pretreatment Program involving Permitting Activities, Enforcement and Regulatory Activities, Investigative and Inspection Activities, Project Management of Remedial Activities, Sampling Activities, Laboratory Data Review, and Records Retention. Oversight of the Silver Program, Multi-Jurisdictional Activities, Compliance Reporting, and the Revenue Meter Program. Prepares performance standards and evaluates work performance of subordinates; counsels employees regarding meeting performance requirements; recommends awards, training and disciplinary actions. Work is performed under general supervision of the Environmental Manager and performance is reviewed through conferences, reports, and results obtained.
OIL & GREASE: Performs highly specialized technical field and office work serving as lead worker providing training and technical assistance to Environmental Specialists. This position should have the ability to work and collaborate with a wide range of staff throughout all City Divisions and work groups. Environmental Supervisor (O&G /Surcharge) - responsible for the management of the City of Orlando Surcharge Sampling Program, Revenue Meter Program, Sewer Credit Meter Program, Oil and Grease Management Program, and the Private Systems Compliance Program, including the On-Call/Standby SSO Response team. This position is very specialized and requires a person with extensive knowledge of various aspects of wastewater, wastewater treatment, industrial pre-treatment, code enforcement, stormwater compliance rules and regulations, and Florida building codes. This activity requires communications via e-mail, telephone, meetings and face-to-face discussions with users of the program to include property management teams, property and facility ownership, private contractors, waste haulers, and treatment facilities managers as well as FDEP (Florida Department of Environmental Protection). This position must be able to effectively use influential communications (verbal and written) to convey findings to clients and stakeholders. Manages multiple implementation projects related to the Division's Compliance programs. Responds to Divisional needs in case of an emergency. Work is performed under general supervision of the Wastewater Compliance Program Manager and performance is reviewed through conferences, reports, and results obtained. Work location subject to change based on Divisional needs.
RECLAIMED: Performs highly specialized technical field and office work serving as lead worker providing training and technical assistance to Environmental Specialists and Utility Service Workers. Responsible for the management of the City of Orlando Reclaimed Water and Fuel Tanks Management Programs. Develops plans for providing extensive public education, communications, customer service, cross-connection control, and backflow prevention. Oversees the construction, startup, operations and compliance of the reclaimed water program/facilities. Assists Environmental Manager with environmental projects. Work is performed under general supervision of the Environmental Manager and performance is reviewed through conferences, reports, and results obtained.
STORMWATER: Performs specialized technical field and office work involving research, environmental sampling, inspection and enforcement activities to ensure compliance with the stormwater and environmental codes of the City. This position is very specialized and requires a person with extensive knowledge of various aspects of stormwater and code enforcement. Work is performed under general supervision of the Stormwater Compliance Program Manager and performance is reviewed through conferences, reports, and results obtained.
Minimum Qualifications:
ENVIRONMENTAL CONTROL: Associate's Degree with major coursework in Chemistry, Biology, Environmental Science, Environmental Engineering, or related field and seven (7) years combined experience in industrial pretreatment or an equivalent combination of education, training, and experience. Industrial Pretreatment Level ""A"" Certificate required. Must meet minimal requirements for Environmental Specialist III. FDEP Field Audits/Certifications in all applicable disciplines for environmental data and sample collection is desired. Valid Florida Driver's License required. Must obtain a GOAA Id within ninety (90) days of employment.
OIL & GREASE: Associate's Degree with major coursework in Chemistry, Biology, Environmental Science, Environmental Engineering, or related field and seven years combined experience in wastewater treatment plant operations, code enforcement, or as laboratory technician in a wastewater treatment plant; or an equivalent combination of education, training, and experience. Experience in facilitating workshops or giving presentations. Industrial Pretreatment Level ""A"" Certificate or Industrial Pretreatment F.O.G. Management Level II required. Must meet minimal requirements for Environmental Specialist III. Valid Florida Driver's License required.
RECLAIMED: Associate's Degree with major coursework in Chemistry, Biology, Environmental Science, Environmental Engineering, or related field and seven (7) years public utilities experience; or an equivalent combination of education, training, and experience. State of Florida class III water distribution system license or Reclaimed Water Distribution A license is required within six (6) months of hire. Florida Water and Pollution Control Operators Association “Reclaimed Water Site Inspector” Certificate also required. This is a safety-sensitive position subject to safety regulations. Valid Florida Driver's License required. Must obtain GOAA ID within ninety (90) days of employment.
STORMWATER: Associate's Degree with major coursework in chemistry, biology, limnology, environmental engineering or related field and seven (7) years experience in environmental science, preferably including field experience; specialized experience performing the full range of stormwater compliance inspections, water management inspections, or other similar combination of education and experience. Florida Water and Pollution Control Operators Association Stormwater A Certificate and/or Florida Stormwater Association Stormwater Operator Level 1 & 2 Certificates, required. FDEP Stormwater, Erosion and Sedimentation Control Inspector Certification, or equivalent, required. Boating Safety Course approved by Florida Fish and Wildlife Conservation Commission, required. Florida Department of Environmental Protection (FDEP) Standard Operating Procedures for Field Activities Certification through TREEO or FDEP-approved organization, required. Must have passed and continue to maintain FDEP’s Expert Status [Certification] for Lake Vegetation Index. American Association of Code Enforcement/International Code Council Property Maintenance certification, or equivalent, desired. Valid Florida Driver's License required.

Coordinates pretreatment program activities.
Evaluates industrial permit applications; determines appropriate limits based on permit evaluations; performs calculations to establish limits based on governmental regulations; develops and issues discharge permits.
Tracks parameter concentrations for each industry to identify potential problems; issues notices of violations and compliance agreements; notifies industries of required actions.
Recommends appropriate civil penalties and fines.
Maintains accurate files and records; prepares and submits required reports; prepares data summary reports; maintains methods of tracking deadlines and due dates.
Implements and maintains the Long Term Monitoring Plan; summarizes facility and industrial data, develop flow weighted averages, develop combined waste stream formulas; maintains allocation table.
Conducts inspections for industries.
Prepares publication of industries for significant noncompliance in the local newspaper.
Answers state and federal regulators’ questions concerning pretreatment, facility operations, and industrial processes.
Supervises the industrial sample collection program; develops the sampling schedule; maintains acceptable chain of custody for industrial samples; performs laboratory analysis.
Performs other related duties as assigned.
Responsible for the quarterly evaluation for Significant Noncompliance users, responsible for coordinating the annual sampling for 3 Reclamation Treatment Plants, prepares the annual pretreatment report, annual FDEP inspection of programs, quarterly monitoring wells reporting, monthly reports for Flow History and Lab sampling schedules.
Responsible for scheduling and conducting environmental inspections, sampling and investigations; makes recommendations on industrial and commercial facility compliance with FDEP/EPA regulatory requirements, as well as Industrial Waste Pretreatment Program requirements.
Responsible for managing the database for tracking self monitoring and enforcement activities.
STORMWATER:
Plans overall works and assigns projects based on difficulties and requirements.
Sets priorities, as required.
Ensures compliance inspections are properly documented and completed in a timely manner.
Ensures division protocols are fully implemented.
Prepares periodic and special technical reports and documents.
Reviews reports, records and field data for accuracy and correct entry into specialized data repositories, including division’s current tracking database and FDEP WIN.
Responds to inquiries and audits.
Maintains detailed records of sampling time, location, and method used, laboratory results and field investigation data
Performs internal quality assurance audits on field sampling and all related documentation, including calibration.
Resolves complex technical and administrative problems and make sound decisions
KNOWLEDGE, SKILLS AND ABILITIES:
ENVIRONMENTAL CONTROL/O&G - Knowledge of federal, state, and local laws, ordinances, and regulations related to the treatment of industrial waste, groundwater monitoring, and NPDES permitting requirements and remedial activities.
Extensive knowledge of various aspects of wastewater treatment , wastewater collections, industrial pre-treatment, code enforcement, remediation technologies, pollution prevention, oil & grease management, private system management, material requisition, education and training activities, equipment calibration & assessment, equipment maintenance and repair, inventory management, groundwater monitoring, as well as monitoring well instillation.
Knowledge of principles, practices, methods and terminology of environmental management.
Knowledge of chemical, physical, and bacteriological analyses of water and the interpretation of the data.

Knowledge of federal, state, and local environmental protection laws, regulations, and precedents concerning stormwater, illicit discharges, erosion and sedimentation control, stormwater design criteria and related water quality activities related to EPA’s Clean Water Act, NPDES, Impaired Surface Water Rule, Quality Assurance Rule, TMDL, BMAP, Reasonable Assurance Plan, FDEP Standard Operating Procedures for Field Activities and applicable Florida Administrative Codes
Knowledge of requirements for Community Rating System as it relates to flooding responses of private stormwater system
Knowledge of the function of various ponds and stormwater management systems, including exfiltration, underdrains, underground vaults, and control structures
Knowledge of techniques and methods required for field sampling, and testing, including the use of related equipment, tools, and occupational safety precautions associated with sampling
