Job Description
 
Performs specialized clerical and manual work in the area of asset management with the responsibility for the maintenance, control, and accountability of the City of Orlando’s capital assets inventory. Responsible for identifying, inventorying, and accounting for the City’s capital asset inventory valued at approximately $300 million and consisting of over 21,000 items that are assigned to over 200 City Cost Centers. Educates and trains cost center asset custodians and others on proper asset accountability procedures involving receiving, transferring and disposing of City Property. Work is performed under the general supervision of the Asset Management Supervisor. Performance is reviewed through meetings, reports, and results obtained.

Minimum Qualifications:

Associate's Degree and two (2) years of administrative experience in asset management, property control, warehousing, or materials management; or an equivalent combination of education, training and experience. Valid Florida Driver’s License required.

Knowledge, Skills, and Abilities:

Thorough knowledge of warehousing methods, principles and practices, inventory maintenance and control, and office procedures.

Knowledge of principles, practices and procedures for state and local property disbursement and disposal.

Thorough knowledge of department regulations and procedures, and of proper purchasing and requisitioning procedures.

Knowledge of intermediate computer skills.

Skilled in the operation of cars, trucks and forklifts.

Ability to develop participation and interest in public auction sales through public relations and media advertising.

Ability to establish and maintain accurate record keeping systems and purchasing and requisitioning procedures.

Ability to communicate clearly and concisely, orally and in writing.

Work independently in the absence of supervision

Establish and maintain effective working relationships with those contacted in the course of work.

Ability to operate a computer for an extended period of time.

Position may involve the ability to store, issue and take inventory which involves bending, walking, stooping, reaching, and lifting items up to 40 lbs.


Examples of Work Performed:

Identify, primarily through purchase orders, City acquisitions that qualify as capital assets.

Create capital asset records and provide asset identification labels to appropriate cost center custodians.

Maintain accuracy of records via annual inventories and monitoring transfer and disposal processes.

Plan, schedule and conduct over 200 annual cost center inventories for capital assets.

Assist and train approximately 150 cost center asset custodians.

Facilitate the disposition of hundreds of items of City property each year primarily through sales or recycling that have generated anywhere for $500 thousand to $2 million annually.

Maintain warehouse space for excess or surplus City property and determine the best method of disposition.

Maintain cost center asset files for proper documentation in regards to new asset receipts, annual inventory work papers, transfers and dispositions.

Maintain surplus sales files documenting all asset sales including purchaser information.

Input all necessary data into the computerized asset management system to maintain the accuracy of the City’s capital asset inventory on a daily basis.

Operates a forklift as needed.

Performs other duties as required.
