Job Description

|
Performs professional and administrative work assisting the Director of the Office of Community Affairs in the management of OCA operations and staff toward the development, implementation, outreach, monitoring, and reporting of initiatives designed to advance the City of Orlando’s goals to strategically engage with the nonprofit, faith-based, arts, cultural, civic, human service and volunteer sectors of our community to achieve Orlando’s mission as an inclusive city for all. This work and staff support spans policies and programs across all OCA focus areas, with a strong emphasis on creating community partnerships that enhance Orlando, administering community grants to address critical/priority needs. Minimum Qualifications: Bachelor's Degree in Public Administration, Business Administration, Public or Community Relations, Communication or equivalent, plus four (4) years government or private sector management work directly related to public service administration, community relations, or an equivalent combination of education, training, and experience. Valid Florida Driver's License required. Master’s Degree or higher in related field desired.

Shares management responsibility for all Community Affairs activities, program services, personnel, fiscal resources and customer service with Director of OCA.
Supports the Director of OCA in serving as a subject matter expert to the Mayor, City Council, city management, City Council advisory groups, partners and internal and external stakeholders for community relations policies, practices, programs, procedures and initiatives.
Co-leads Orlando’s community engagement planning and implementation and manages assigned OCA staff.
Coordinates efforts of city agencies, expert partners, residents, businesses, and other stakeholders toward achieving the City of Orlando’s Community Affairs goals.
Provides thought leadership on community relations needs, grant management and volunteer engagement.
Writes and reviews proposals necessary for office operations and quality improvement.
Helps establish and execute methods for enhanced data management and ongoing measurement of OCA progress.
Maintains a detailed work plan describing OCA’s objectives, goals, and responsibilities and takes action to implement the OCA work plan.
Ensures the city’s progress across all OCA initiatives, which may include leading projects or aspects of their plan, managing stakeholder engagement, drafting documents and materials, giving presentations and performing data analysis.
Ensures appropriate reporting to City departments and various organizations, partners, and stakeholders.
Supports the City of Orlando’s ongoing efforts with stakeholders, partners, and networks at the local, regional, and national levels, including academic partners, regional organizations, nonprofits, schools, federal agencies, and beyond.
Duties may also involve research and investigation of issues of significant interest or importance to city officials, policy development, coordination of programs, consultation with State and Federal agency staff, and the submission of reports or investigations to executive management.
Supervises designated staff assigned to the Office of Community Affairs.
Performs other related duties as assigned.
KNOWLEDGE, SKILLS AND ABILITIES:
Knowledge of current principles and practices in community needs assessments and effective citizen-engagement practices and strategies.
Knowledge of evidence-based grant administration principles, volunteer management practices and partnership opportunities.
Knowledge of principles and practices of public administration and public policy management.
Knowledge of data and statistical analysis, performance metrics, performance tracking and reporting.
Knowledge of fiscal management, budget development and grants administration.
Knowledge of principles and techniques of employee supervision, management team building and organizational development.
Knowledge of advanced oral and written communication as well as a strong ability to educate, persuade and mobilize resources.
Knowledge of pertinent Federal, State, and local laws, ordinances, statutes, and court decisions relating to municipal sustainability.
Ability to provide oversight and direction for major programs, plans and policies.
Ability to communicate clearly, effectively and persuasively in all forms, to a variety of audiences.
Ability to gather and analyze routine and complex data and interpret and communicate key information for decision-making and formulation of policy recommendations.
Ability to anticipate and avert potential problems and creatively problem solve.
Ability to develop strategic direction and program implementation in collaboration with various external and internal policy bodies, partners and stakeholders.
