|
Performs highly responsible administrative and supervisory work overseeing all business operations of the Families, Parks and Recreation Department. Manages a team of professional staff, including their hiring, training, disciplining, development, and performance appraisals. Minimum Qualifications: Bachelor's Degree in Business Management, Public Administration, Finance, or closely related field and four (4) years of business operations management experience; two (2) years of supervisory experience required. Or an equivalent combination of education, training, and experience. Governmental business management experience preferred. Prior experience in budget development and administration, accounting functions, asset management and billing desired.

Ensures the team’s effective performance in carrying out the backbone administrative functions of the Families, Parks and Recreation Department.
Provides fiscal analysis and direction to FPR Division Managers and staff on an on-going basis to build their fiscal management capabilities and ensure that budgets are accurately developed and adhered to.
Oversees a team that carries out Fiscal Management functions.
Oversees the development and administration of FPR’s general fund operating, capital, and revenue budgets.
Oversees all fiscal management of the department’s non-profit organizations; ensuring IRS tax reporting and annual audits are carried out, and all certifications are up to date.
Oversees a team that carries out Data Management and Program Evaluation functions.
Oversees the administration of FPR’s Data Management Systems which includes the enrollment of participants in all FPR programs.
Oversees the reservations, booking, and rentals of all FPR park and recreation facilities/amenities, including all ballfields, parks, pavilions, gymnasiums, cabins/campgrounds, rooms in neighborhood centers, etc. throughout the City.
Oversees the tracking, analyzing, and reporting of all Children, Youth and Families services and providing quantitative/qualitative reporting on program services and outcomes to City leadership, funders, and the broader community.
Oversees a team that carries out Human Resources Management functions in collaboration with the City’s Office of Human Resources.
Oversees the hiring for FPR employees and seasonal staff. This includes coordinating background checks, drug screens, polygraphs, ensuring all hiring paperwork is submitted accurately, and navigating new employees through the on-boarding process.
Develops and oversees a robust staff training program, including orientation of new hires, CPR training, required Department of Children & Families training for staff who work with children, training of staff in FPR policies/procedures and best practices in parks, recreation, and children’s programming.
Oversees a team that develops/administers systems to manage contracts for program services issued by FPR and its non-profit organizations, to include development of contract language; overseeing contractor reporting to ensure adherence to terms; administering payments to contractors; ensuring grant-funded contracts comply with grant requirements; training and technical support for program staff who work with contractors to ensure contract compliance/adherence to procedures.
Oversees FPR’s grants management team responsible for leveraging/managing grants.
Oversees the grants administered by the City; ensuring that FPR adheres to the City’s grants administration processes; City budgets are amended to account for grant funds; the City is reimbursed for costs incurred by grants; and each funder’s fiscal and programmatic reporting requirements are adhered to.
Oversees grants administered by FPR’s non-profit organizations; ensuring that all fiscal and programmatic documentation, reports, and grant amendments required by funders are accurately prepared by FPR grants staff and submitted to funders in a timely manner.
KNOWLEDGE, SKILLS AND ABILITIES:
Knowledge of principles of organization and management, business administration, budgeting and accounting.
Knowledge of federal/state rules and regulations related to municipal governments.
Knowledge of principles and practices of modern governmental accounting, practices related to fiscal and asset management, and municipal financial management.
Knowledge of laws, ordinances, rules, regulations, contracts, policy and procedures affecting operations.
Knowledge of computerized financial management, accounting, budget, data processing, and payroll systems.
Skilled in the operation of personal computers and software applications.
Ability to analyze and facts and prepare detailed financial and business reports.
Ability to analyze and interpret financial and statistical data.
Ability to develop an annual operating budget of several million dollars.
Ability to supervise the work of others.
Ability to establish and maintain effective working relationships with City officials, employees, and the public.
