Job Description
 
Performs specialized professional-level assignments in research, analysis, planning, and implementation of housing development programs and housing finance assistance. Under the general supervision of the Housing Division Manager, this position is responsible for professional duties related to preserving and expanding affordable housing opportunities in the City of Orlando. Coordinates with nonprofit and for-profit developers; interprets, applies, and explains City, state, and federal policies and procedures related to affordable housing and funding sources; analyzes proposed projects to recommend the best use of limited affordable housing resources; assists in developing and implementing local housing policies and plans, e.g., the Housing Element and inclusionary housing ordinance; and identifies and analyzes legislation affecting or providing funds for affordable housing. Assignments may require providing lead, technical, or functional supervision to technical and clerical positions.

Minimum Qualifications:

Bachelor's Degree in Planning, Urban Studies, Business/Public Administration, or Real Estate Development and three (3) years of professional-level experience in affordable housing development and administration. Experience with affordable housing financing inclusive of federal and state tax credits required. Valid Florida Driver's License required. Experience in affordable housing underwriting and lending desired.
 
Responsibilities

Designs, implements, and monitors the success of housing programs for affordable housing.

Assists with the issuance of tax credits for housing development.

Prepares and/or reviews plans and specifications and estimates project costs using knowledge of labor, material, and equipment requirements; establishes work plan and costs for each phase of project; writes technical descriptions specifying material qualities, quantities, and properties and procedural requirements; reviews housing project proposals and plans developed by contractors; and determines time frame, costs, staffing requirements, methods, and procedures for accomplishment of project.

Develops and maintains a system for monitoring of residential development agreements and regulatory agreements for compliance with local and funding source requirements.

Coordinates City efforts to identify affordable housing projects for funding that are aligned with City priorities and with other local, state, and federal housing agencies priorities and requirements.

Provides technical assistance to developers, non-profit organizations, and other public and private entities relative to sources of project funding and the City of Orlando’s Affordable Housing Plan to encourage development of affordable housing.

Interprets City, state, and federal policies and regulations; converts to Department policies and procedures.

Performs a variety of administrative duties including: preparing staff reports and project budgets; disseminating Notices of Funding Availability and Requests for Proposals or Qualifications; evaluating applications submitted; and performing other procurement tasks.

Creates and negotiates options and alternatives that lead to successful affordable housing development outcomes.

Identifies potential resources, partners, and community services to achieve housing objectives and organization goals.

Facilitates problem solving and conflict resolution; conduct proactive community outreach to develop and strengthen relationships; and removes obstacles to development.

Participates in public hearings and community meetings.

Administers the HUD HOME program for the Department; oversees HOME Program monitoring.

KNOWLEDGE, SKILLS, AND ABILITIES:

Knowledge of public lending requirements, workflow, and timing in the administration of local, state, and federal funds, especially as it applies to the leveraging of other public funding sources.

Knowledge of principles, practices, and programs for development and redevelopment of affordable housing.

Knowledge and understanding of funding sources for affordable housing development and redevelopment projects such as HUD grants, Tax Credits, bonds, state and local subsidies and loans, foundations, and national resources (i+e+ LISC, FHLB, etc.)Knowledge of the issues and evolving best practices related to the development and operation of permanent supportive housing for homeless and special needs populations, including supportive services, property management, coordinated entry systems, rental subsidies, and local, state and federal homeless programs.

Knowledge and understanding of urban planning principles and practices, including environmental, zoning and permitting rules, and regulations.

Knowledge of residential construction practices and terminology.

Skilled in consensus building, deal structuring, negotiating, and problem solving.

Skilled in data gathering and assessment techniques related to housing need, market conditions, development costs, etc.

Skilled in public speaking and presentation development.

Skilled in establishing and maintaining cooperative working relationships with colleagues at all levels.

Skilled in the proficient use of basic software programs e+g+ word processing, spreadsheets and presentation applications, and HUD reporting systems e+g+ IDIS, HEROS and DRGR.

Ability to be proactive and capable of resolving complex problems expeditiously.

Ability to evaluate developer proformas, budgets, and financial statements.

Ability to identify financial needs, determine gaps, and formulate solutions.

Ability to effectively communicate (verbal and written), propose solutions to problems, gain support, and build relationships.

Ability to assist with negotiations and administration of complex legal documents, including financial development, administrative contracts, and agreements with housing developers and investors.

Ability to manage projects, including planning, monitoring, coordinating, change management, etc.

Ability to research, solve problems, take initiative, and make good decisions and recommendations.

Ability to establish and maintain effective working relationships with employees, City officials, professional groups, service providers, and general public.

Ability to effectively manage projects involving multiple stakeholders; maintain accurate records; and prepare clear, concise reports and other written materials.

Ability to communicate effectively with developers, businesses, residents, City staff, and other community stakeholders.

Ability to effectively work with high-level professionals.
