Performs professional-level work of considerable difficulty planning, organizing, and directing the City-wide implementation of the City of Orlando’s Vision Zero program. The Vision Zero Manager will be expected to achieve results, and ensure timely completion of special projects. The Vision Zero Program Manager will support and promote the development of the City of Orlando Vision Zero program, projects, and outreach aimed at achieving the goal of zero fatalities and serious injuries within the City of Orlando. The position will have primary responsibilities for managing multiple facets of the program including the coordination of Vision Zero Champions and partner agencies such as Orange County and Florida Department of Transportation; coordination with the City's Press Secretary and Office of Communications and Neighborhood Outreach on Vision Zero branding and awareness campaigns; coordination with City of Orlando Police Department on enforcement and outreach initiatives; coordination with City of Orlando Fire Department on emergency response, data sharing and other related issues; coordination of partner events; and tracking and reporting implementation of Vision Zero strategies and performance measures. Employee exercises reasonable initiative and independent judgment in the performance of duties. Work performed is reviewed by the Transportation Director in conference with the employee, through direct observation of work while in progress, and through evaluation of work products.
Minimum Qualifications:
Bachelor’s Degree in Urban Planning, Transportation Planning, Transportation Engineering, or a closely related field plus five (5) years experience working on projects, policies, and/or programs supporting active transportation, Complete Streets and/or crash prevention; or an equivalent combination of education, training, and experience. Valid Florida Driver's License required. American Institute of Certified Planner (AICP), Professional Transportation Planner (PTP), or Professional Engineer certification desired. The ideal candidate is passionate about achieving Vision Zero goals, has an in-depth understanding of best practices, is comfortable with flexibility, and is able to work in a fast-paced and dynamic work environment.

Responsibilities
|
|
EXAMPLES OF WORK PERFORMED:
Administers the City's Vision Zero Program.
Leads the development of projects to support implementation of the Vision Zero Action Plan.
Plans, implements, operates, and evaluates program activities in support of Vision Zero.
Collaborates with Vision Zero partners and stakeholders, and community public health partners to identify and address equity issues.
Collaborates with Transportation Engineering, Orlando Police Department, Orange County and Florida Department of Transportation on the analysis of crash data and other traffic safety statistics to identify high crash intersections and corridors, classify risks and trends, and contributing behaviors.
Develops and implements traffic safety messaging, prioritizing the delivery of education to high crash corridors, schools, community and senior centers, and neighborhood organizations.
Represents the City on issues related to the Vision Zero Program to the media, elected City officials, City and other government employees and the public.
Assists with the planning, development, and implementation of strategies and programs to help facilitate community involvement with City departments, programs and initiatives.
Helps conduct neighborhood need assessments, meets with neighborhood residents, leaders, and community groups to identify needs and available resources.
Assesses various community concerns, values, and opinions on City projects, programs, and initiatives, and presents findings to City staff.
Collaborates with City staff to develop and implement training materials, bulletins, and presentations.
Assists with maintaining effective relationships with community leaders, City Officials, the media, and the general public.
Serve as resource of safety performance metrics, safety data and traffic safety countermeasures.
Produces a bi-annual report about crash statistics and other safety metrics.
Collaborates with City grants staff to pursue grant funding to support the implementation of Vision Zero projects and initiatives.
Performs other related duties as assigned.
KNOWLEDGE, SKILLS AND ABILITIES:
Knowledge in the Vision Zero/Safe Systems approach and how a holistic approach is needed to reduce traffic fatalities and serious injuries.
Knowledge of transportation and land use policies, principles and application of those policies in developing safe transportation systems.
Skilled in data analysis, problem solving, and summarizing of key findings and conclusions.
Skilled in using computers and related software.
Skilled in planning, organizing, and time management.
Ability to effectively convey technical information and express thoughts and facts clearly, orally and in writing to people of varied backgrounds and experience.
Ability to effectively collaborate with City staff and partner agencies supporting Vision Zero in achieving tasks and to establish and maintain on-going productive working relationships.
Ability to develop relationships and work well with stakeholders from a variety of different backgrounds and experience, including community leaders, residents, service providers, local officials and elected representatives.
Ability to work with community representatives to identify and address local needs.
Ability to prepare strategic communications plans and ensure effective use of resources for maximum impact.
Ability to manage multiple projects simultaneously.
Ability to shift from one project to another without sacrificing quality.
