Job Description
|
|
Coordinates, plans, and oversees housing and community development projects and programs funded with federal and state agencies grant monies, such as HUD, CDBG, or others. Prepares and and revises contracts. Applies for grants. Prepares mandated reports and budgets. Performs other related work as assigned.
Minimum Qualifications:
Bachelor’s Degree in Public Administration, Business Administration, or other field related to housing and community development; plus a minimum of two (2) years specialized experience working with housing or community development grant programs or projects. Some general experience in housing, contract administration, or project management desired.
Additional Qualifications for Promotion:
Promotions are not to be considered an automatic function of longevity and are subject to the review and authorization of the Supervisor. The employee’s last performance review must have resulted in an overall rating of Meets standards or better with no factor rating of less than meets.

Responsibilities

Implements monitoring programs to evaluate and assess progress and determine compliance with contract agreements and government grant regulations and policy; responsible for oversight of assigned programs and projects; responsible for overseeing assigned programs and projects of moderate complexity.
Coordinates the preparation of contract agreements, including amendments, and transfer, with sub-grantees, non-profit agencies, and others.
Coordinates projects and programs; provides technical assistance to grantees.
Assesses community needs, assists in the negotiation of projects, programs, and related activities in accordance with grant goals; assists in bid preparation and evaluation.
Assists management with administration of grant funding cycles for HUD, CDBG, ESG, and others; prepares required reports including quarterly and annual performance reports; assists with preparation of 5-year Consolidated Plan, Annual Action Plan, and annual performance measure reports.
Prepares material, presentations and public education to other agencies, community groups, developers and staff in the preparation of project proposals, public hearings, and other related housing and community development activities.
Prepares and maintains various documents and files for monitoring progress and auditing activities in accordance with federal and state regulations.
KNOWLEDGE, SKILLS AND ABILITIES:
Strong knowledge of federal and state housing and community development grants administration and requirements, including HUD and CDBG.
Knowledge of principles and practices of public administration, contracting principles, and marketing.
Strong project coordination skills including planning, budgeting, scheduling, evaluating, and monitoring compliance with contract agreements and regulations.
Basic statistical methods, data collection, research and analysis.
Strong oral communication and presentation skills. .
Ability to read and interpret regulations and procedures.
Ability to prepare grant applications and reports.
Excellent writing skills using correct English grammar and punctuation; communicate ideal well.
Ability to identify problems, research, analyze, determine relevance of information, exercise sound judgment, resolve problems, general alternatives, and make recommendations.
