Job Description

|
Fills a highly responsible executive-level position performing professional and administrative work directing, planning, and coordinating Housing and Community Development programs. These programs encourage the maintenance and preservation of existing homes, revitalization of designated neighborhoods and related infrastructure, development of new affordable housing opportunities, and other community programs. Administers special programs and grants which include the Community Development Block Grant (CDBG), the HOME Partnership Initiatives Grant, the Housing Opportunities for Persons with Aids Grant (HOPWA), and the Emergency Solutions Grant (ESG). Work involves overseeing the administration of federal, state, and local funds for housing activities; creating annual plans and reports; and and developing and evaluating policies and procedures in accordance with complex federal and state regulations, rules, and policies. Work is performed with considerable initiative and independent judgment. Performance is reviewed through conferences, analysis of reports submitted, evaluation of accomplishments, and evaluation of results achieved.
Minimum Qualifications:
Bachelor’s Degree in Economics, Public Administration, Business Administration, Planning, or related field and five (5) years progressively responsible experience in implementing housing and community development programs or related comparable experience to include three (3) years of supervisory experience; or an equivalent combination of related education, training, and experience. Valid Florida Driver's License required. HUD-related certifications desired. Master’s Degree preferred.

Responsibilities

Coordinates the Request for Proposal process for HUD’s Community Development Block Grant (CDBG), Housing Opportunities for Persons with AIDS (HOPWA) Grant, Emergency Solutions (ESG) Grant, and other grants as assigned.
Coordinates contract negotiations and contract agreements, including amendments, with sub-grantees, non-profit agencies, and others.
Establishes operational and fiscal program monitoring (both annual and long term); implements and oversees monitoring programs to evaluate and assess progress and to determine compliance with contract agreements and government grant regulations and policy.
Is responsible for oversight of assigned programs and projects.
Provides technical assistance and guidance to grantees and staff.
Supervises, plans, and evaluates the work of professional and technical employees.
Works with Department fiscal personnel and other staff to prepare accurate and timely draws, to prepare reports to grantors, and to reconcile balances.
Participates in the budget preparation process.
Coordinates and prepares City of Orlando Housing Department Annual Action Plan; Consolidated Plan, Consolidated Annual Performance Evaluation Report (CAPER), and other grant reports as assigned.
Prepares other required reports ensuring accuracy and compliance.
Participates on community boards as assigned.
Performs professional-level assignments in research, analysis, planning, and implementation of housing development programs and housing finance assistance.
Coordinates with non-profit and for-profit developers; interprets, applies, and explains City, state, and federal policies and procedures related to affordable housing and funding sources.
Analyzes proposed projects to recommend the best use of limited affordable housing resources.
Assists in the development and implementation of local housing policies and plans.
Performs other duties as assigned.
KNOWLEDGE, SKILLS, AND ABILITIES:
Knowledge of federal, state, and local regulations, laws, and policies related to the Community Development Block Grant, HOPWA Grant, Emergency Solutions Grant, and other grants.
Knowledge of the principles, methods, and practices of community development projects.
Knowledge of federal, state, and municipal legislation impacting community development.
Knowledge of basic accounting skills and budgeting.
Skilled in the use of Microsoft Office and other software programs.
Skilled in public speaking and presentations.
Ability to prepare professional reports and to communicate effectively, both orally and in writing.
Ability to establish and maintain effective working relationships with employees, outside agencies, and the general public.
Ability to assemble, organize, and present, both in writing and oral form, statistical, financial, and factual information derived from a variety of sources.
Ability to plan, evaluate, and supervise the work of employees.
Ability to work independently at a professional level and be a self-starter and motivator.
