Job Description
 
Performs supervisory work with the Department of Families, Parks and Recreation (FPR). Is responsible for assigning and directing the work of other professional staff within the Planning and Grants Management Section that provides planning services for the Families, Parks and Recreation Department and informs/acts sn behalf of the Director on all issues related to that planning. Work is performed under the supervision of a Department director and is reviewed through conferences, reports, and results achieved.

Minimum Qualifications:

Bachelor's Degree in Planning, Public Administration, Grants Management, Parks, Recreation, Human Services, or related field and four (4) or more years urban planning, grants management, parks, recreation and human services or related experience; or an equivalent combination of education, training, and experience. Valid Florida Driver's License and at least two (2) years of supervisory or project management experience required.
 
Responsibilities

Oversees the preparation and advises on implementation of the City’s Families, Parks and Recreation vision plan and master plans for individual park and recreation facilities.

Oversees the FPR Department’s grant management function for externally funded grants.

Identifies and provides senior technical advice and leadership in developing alternative funding sources to ensure adequate funding to meet the on-going parks and recreational needs of citizens.

Coordinates, advises staff, and in some instances prepares grant applications for FPR as they relate to the expansion and enhancement of parkland and City parks and recreational facilities and programs, including the City’s Parramore Kidz Zone program.

Provides oversight and technical advice to Department personnel to ensure proper management of grants in compliance with established grant program policies and procedures.

Oversees preparation of City code amendments as needed to implement plans; coordinates and makes presentations at meetings and public hearings.

Reviews adopted level of service (LOS) standards and methodology; coordinates with City Planning on necessary revisions to the growth management plan’s (GMP) recreation element.

Oversees FPR’s involvement in preparation of City planning documents, such as the Downtown Urban Open Space, City Greenway Trails Plan, and Southwest Sector Plan; performs development review; and provides comments/recommendations to the City’s Planning Division regarding parks, recreation, open spaces, and related issues on projects undergoing Technical Review Committee and Municipal Planning Board reviews.

Provides oversight and technical advice to Department project managers and other staff to ensure new parks and other design projects meet FPR design and maintenance objectives and buildability standards.

Manages staff workloads and assigns projects based on staff expertise and ability.

KNOWLEDGE, SKILLS, AND ABILITIES:

Knowledge of laws, recent developments, current literature, and sources of information in the field of professional public planning, parks and recreation, and community development grant programs.

Extensive knowledge of special and statistical research and investigative techniques used in the assimilation, evaluation, and presentation of data as it relates to the development of a master plan.

Extensive knowledge of the principles and practices of City and metropolitan planning, including pertinent county, state, and federal laws and regulations.

Extensive knowledge of socio-economic, housing, utility, parks and recreation, traffic, engineering, and legal problems involved in land use and city planning.

Extensive knowledge of grants management, including identifying funding, writing grant applications, and administering grant funded projects.

Knowledge of environmental considerations and programs for growth limitation end management.

Knowledge of budgeting and personnel management and organization of municipal, county, state, and federal governments.

Ability to present findings and recommendations concisely and effectively in oral and written form to the proper agency or board and to interpret and apply complex rules, regulations, and policies with the Department.

Ability to explain to groups and individuals the programs and policies involved in the development and implementation of a consolidated plan.

Ability to establish and maintain effective working relationships with other departmental officials, municipal employees, professional groups, and the general public.

Ability to plan and define the limits of special studies and projects.

Ability to delegate authority, to plan, organize, and review the work of assigned professional and technical personnel in a manner conducive to full performance and high morale.

Ability to effectively present programs and ideas, both orally and in writing, and to speak effectively to public groups and civic organizations.

Ability to operate a personal computer.

Ability to operate photography equipment.
