Job Description
 
Performs advanced professional urban planning. Serves as a senior non-supervisory professional and technical person within a functional planning section for activities and operation involving land development, growth management, urban design and preservation, economic development, housing, neighborhood involvement and transportation planning. Manages, coordinates, and participates in the preparation and production of plans, graphics, code amendments, and projects addressing the economic, social, and physical needs of the City of Orlando. Projects include feasibility studies for City initiated projects, site design studies, and 3D model exhibits. Manages, coordinates, and participates in the production of templates, infographics, dashboards, brochures, posters, interactive media, and other data visualization and communication tools that engage internal and external stakeholders. Work is performed under the general supervision of the Chief Planner. Performance is reviewed through conferences and results obtained.

TRANSPORTATION: Performs advanced professional transportation planning. Serves as a senior non-supervisory professional and technical person within a functional planning section for activities and operations involving transportation planning, land development, growth management, urban design and preservation, economic development, housing, and neighborhood involvement. Coordinates and participates in the preparation and production of plans and projects addressing the economic, social, and physical needs of the City. Projects include roadway or corridor design and construction projects as well as long-range transportation planning projects and analysis. Work is performed under the general supervision of the Transportation Planning Division Manager. Performance is reviewed through conferences and results obtained.

Minimum Qualifications:

Bachelor's Degree in Public Administration, Urban Planning, Architecture, or related field and six (6) years urban planning or related experience; or Bachelor’s Degree in any field and AICP certification and six (6) years urban planning or related experience; or an equivalent combination of education, training, and experience. Valid Florida Driver's License required within the time limit set by the hiring department. Master’s Degree in related field and four (4) years urban planning or related experience desired. Experience with CAD, GIS, SketchUp, Photoshop, Illustrator or comparable design software preferred. AIA, ASLA, or AICP Certification preferred. Experience in project management, traffic studies, traffic analysis, and transportation simulations may be preferred, depending on the position.
 
Responsibilities

Reviews and evaluates plans and proposals prepared by outside public agencies and private developers; develops recommendations concerning the soundness of such plans and proposals and their relevance to municipal needs, plans and standards.

Develops plans, documenting existing conditions, needs, goals, objectives, policies, work programs, implementation strategies, and budgets; revises plans to address changing conditions and needs and to facilitate plan implementation.

Assumes leadership role in planning and executing complex assignments, including management of special projects.

Provides technical expertise to less experience staff; serves as role model for initiative, cooperation, creativity, and decision making within the department.

Provides technical assistance concerning the arrangement of land and physical improvements for residential, commercial, industrial and community facilities.

Collects and compiles information relative to such planning assignments as land use, community/economic development, growth management, urban design, transportation, housing, leisure/human services, or historic preservation.

Provides information and assistance to the general public regarding planning policies and coeds, board procedures, and general office policies and procedures.

Consults and coordinates with and advises other departments, units and sections.

Prepares City Code amendments as needed to implement plans.

Coordinates and makes presentations at meetings and public hearings.

Manages production that supports communication across internal and external channels.

Designs and produces templates, infographics, dashboards, brochures, posters, interactive media, and other data visualizations that engage internal and external stakeholders.

Generates 3D models.

Performs other related duties as assigned.


KNOWLEDGE, SKILLS AND ABILITIES:

Thorough knowledge of laws, recent developments, current literature and sources of information in the field of professional public planning.

Advanced knowledge of layout and graphic design principles.

Extensive knowledge of special and statistical research and investigative techniques used in the assimilation, evaluation, and presentation of data as it relates to the development of plans.

Extensive knowledge of the principles and practices of city and metropolitan planning, including pertinent county, state, and federal laws and regulations.

Extensive knowledge of socio-economic, housing, utility, traffic, engineering and legal problems involved in land use and city planning.

Advanced specialized knowledge appropriate to specific job responsibilities (e.g., land use, urban design, transportation, housing, economic development).

Skilled on advanced creative visual and presentations.

Ability to present programs, ideas findings and recommendations concisely and effectively in oral and written form to the proper agency, board, public group or civic organization.

Ability to interpret and apply complex rules, regulations and policies within the department.

Ability to explain to groups and individuals the programs and policies involved in the development and implementation of the City's plans.

Ability to establish and maintain effective working relationships with other departmental officials, municipal employees, professional groups and the general public.

Ability to coordinate projects involving many different people, department and disciplines.

Ability to plan and define the limits of special studies and projects.

Ability to operate a personal computer.

Ability to operate photography equipment.

Ability to write for broad and diverse audiences and in digital formats.
