|
Performs supervisory work in urban planning. Serves as the principal professional and technical person within a functional planning section for activities and operations involving land development, area planning, economic development, neighborhood involvement, or transportation planning. Coordinates and participates in the preparation and production of plans addressing the economic, social, and physical needs of the City. Work involves assigning and directing the work of other professional planners and technical/support staff within a Section. Work is performed under the supervision of a Chief Planner or administrative superior and reviewed through conferences, reports, and results achieved.
TRANSPORTATION: Performs supervisory work in transportation planning. Serves as the principal professional and technical person within a functional planning Section for activities and operations involving transportation planning, land development, growth management, urban design and preservation, economic development, housing, and neighborhood involvement. Coordinates and participates in the preparation and production of plans addressing the economic, social, and physical needs of the City. Work involves assigning and directing the work of other professional planners and technical/support staff within a Section. Work is performed under the supervision of a Transportation Planning Division Manager and reviewed through conferences, reports, and results achieved.
Minimum Qualifications:
Bachelor's Degree in Public Administration, Urban Planning, Architecture, or related field and four (4) years urban planning or related experience; or Bachelor's Degree in Urban Planning, Architecture, or related field and six (6) years urban planning or related experience; or Bachelor’s Degree in any field, AICP certification and six (6) years urban planning or related experience; or an equivalent combination of education, training, and experience. At least two (2) years supervisory or project management experience (including as a senior planner or planner III) required. Valid Florida Driver's License required within the time limit set by the hiring department. AIA, ASLA, or AICP Certification required. Specialized training, specialized experience, and/or police background check which includes polygraph may be required, depending on the area of assignment.

Responsibilities

EXAMPLES OF WORK PERFORMED:

Directs work program tasks which includes the: gathering of planning data; preparing of reports; arranging for general meetings; and the implementing of capital improvement and affordable housing projects.
Directs the compilation of information and development of formal grant applications and performance reports.
Implements procedures and techniques for gathering the City's necessary planning data for implementing growth management policy objectives.
Prepares consolidated plan and local housing assistance plan amendments as needed to implement those plans; prepares capital improvement program elements for Community Development Block Grant funds.
Assists in the research and preparation of annual work programs and budgets.
Makes recommendations regarding personnel appointments, promotions, and dismissals.
Supervises the implementation and execution of Section programs.
Consults, coordinates, and advises other departments, units, and sections.
Coordinates and makes presentations at public hearings.
Consults, coordinates, and advises other local and state agencies on the work being completed within the City of Orlando and region.
Oversees and coordinates large multidisciplinary projects such as revisions to the growth management plan, land development code, annexation, and legislative proposals from the state and local government; makes presentation to the City Council and others; and participates in forums and task forces to discuss development proposals, build consensus, and plan outreach to developers.
Assists with managing the daily operations of the Planning Division; interprets and implements policy regarding the review and processing of development proposals; develops and implements goals and objectives; exercises considerable discretion in the interpretation of plans, policies, and regulations; provides policy direction to supervisory, professional, and others resolving difference; assists with performance evaluation of supervisory staff; and serves in divisional management role during either the Division Manager’s or Assistant Division Manager's
Performs other duties as assigned.
KNOWLEDGE, SKILLS, AND ABILITIES:
Knowledge of laws, recent developments, current literature, and sources of information in the field of professional public planning, housing, and community development grant programs.
Extensive knowledge of special and statistical research and investigative techniques used in the assimilation, evaluation, and presentation of data as it relates to the development of a master plan.
Extensive knowledge of the principles and practices of City and metropolitan planning, including pertinent county, state, and federal laws and regulations.
Extensive knowledge of socio-economic, housing, utility, traffic, engineering, and legal problems involved in land use and City planning.
Knowledge of environmental considerations and programs for growth limitation end management.
Knowledge of budgeting, personnel management, and organization of municipal, county, state, and federal governments.
Ability to present findings and recommendations concisely and effectively, both in oral and written form, to the proper agency or board and to interpret and apply complex rules, regulations, and policies with the Department.
Ability to explain to groups and individuals the programs and policies involved in the development and implementation of a consolidated plan.
Ability to establish and maintain effective working relationships with other departmental officials, municipal employees, professional groups, and the general public.
Ability to plan and define the limits of special studies and projects.
Ability to delegate authority, to plan, organize, and review the work of assigned professional and technical personnel in a manner conducive to full performance and high morale.
Ability to effectively present programs and ideas, both orally and in writing, and to speak effectively to public groups and civic organizations.
Ability to operate personal computer.
Ability to operate photography equipment (depending upon position).
