Job Description

|
Provides leadership in setting goals and objectives for the Planning Division particularly in the review and processing of development proposals. Assists the Planning Division Manager with managing the daily operations of the Division. Assumes full responsibility during manager absences. Oversees a broad range of special projects. Performs other duties as assigned.
Minimum Qualifications:
Master’s Degree in Public Administration, Urban Planning, Architecture, or related field and seven (7) years urban planning or related experience; or Bachelor’s Degree in Urban Planning, Architecture, or related field and nine (9) years urban planning or related experience; or an equivalent combination of education, training, and experience. At least (3) years of supervisory or project management experience required. AIA, ASLA, or AICP Certification required. Valid Florida Driver's License required within time limit set by the hiring department. Management of large complex projects desired.

Assists with managing the daily operations of the Planning Division, interpretation and implementation of policy regarding the review, and processing of development proposals; develops and implements goals and objectives; exercises considerable discretion in the interpretation of plans, policies, and regulations; provides policy direction to supervisory, professional, and others resolving difference; assists with performance evaluation of supervisory staff; and serves as Planning Division Manager during manager’s absences.
Advises and confers with senior managers, City Council, boards, and various interest groups over community development planning projects; resolves differences and complex issues concerning land use, zoning, building development, historic preservation, environmental impact, and other planning matters; and responds to inquiries and requests for information.
Oversees and coordinates large multidisciplinary projects such as revisions to the Growth Management Plan, land development code, annexation, and legislative proposals from the state and local government; makes presentations to the City Council and others; participates in forums and task forces to discuss development proposals, build consensus, and plan outreach to developers.
Serves as staff to the Board of Zoning Adjustment and the Municipal Planning Board in the absence of the Planning Division Manager; may serve on other high profile committees providing information on project feasibility, regulations, and alternatives; responds to concerns; and serves as key liaison and represents the Division and the City of Orlando to government officials, developers, and others.
Performs a variety of administrative duties including review and preparation of reports and presentations; oversees the Division’s annual operating budget; and attends various meetings and conferences regarding planning.
Performs other duties as assigned.
KNOWLEDGE, SKILLS, AND ABILITIES:
Considerable knowledge of the principles and practices of urban and regional planning including land use, zoning, capital improvements, historic preservation, and urban design.
Considerable knowledge of laws, legal codes, regulations, precedents, and recent developments and emerging trends concerning urban and regional planning and design.
Knowledge of administration and management including leadership techniques, strategic planning, organization, and resource allocation with particular reference to City administration.
Knowledge of computer applications including use of database, spreadsheets, word processing, and specialized software including WORD, EXCEL, and PowerPoint.
Skilled in having strong communication skills and being able to make presentations, persuade, and negotiate effectively; in listening attentively; and in understanding the points being made.
Skilled in communicating in writing and using proper English grammar.
Ability to identify problems, analyze facts, evaluate alternatives, resolve complex problems, and exercise sound judgment in decision making.
Ability to establish and maintain effective working relationships with department heads, managers, employees, commissioners, and the public
