Job Description
 
Performs advanced professional planning work responsible for management of the Land Development, Growth Management, Transportation Planning, and Urban Design for the City. Assigns, supervises, and coordinates tasks and work program activities; provides policy direction; manages work processes and schedule; develops program goals and objectives; and develops and administers operating budget. Work is performed under general direction of the City Planning Division Manager and performance is reviewed through conferences, reports and observation of results achieved.

Minimum Qualifications:

Master’s Degree in Public Administration, Urban Planning, Architecture, or related field and six (6) years urban planning or related experience; or Bachelor's Degree in Urban Planning, Architecture, or related field and eight (8) years urban planning or related experience; or Bachelor’s Degree in any field and AICP certification and eight (8) years urban planning or related experience; or any equivalent combination of education, training, and experience. At least three (3) years of supervisory or project management experience (including as a senior planner or planner III) required. AIA, ASLA, or AICP Certification required. Valid Florida Driver's License required within time limit set by the hiring department.
 
Responsibilities

Assigns, supervises, and coordinates tasks and work program activities for professional, technical, and clerical staff; provides policy direction; and manages work processes and schedules.

Develops divisional sectional work program for each fiscal year; sets Division goals and objectives, prioritizes activities; and makes estimates for projected level of activities.

Participates in and provides direction in the review of development proposals such as subdivisions, Growth Management Plan amendments, rezonings, annexations, abandonments, planned developments, public benefit uses, variances, special exceptions, conditional uses, and developments of regional impact.

Meets with development professionals, developers, outside agencies, and the public regarding development proposals or other problems; serves a key liaison role in participating in community organizations, forums, task forces for purpose of presenting or discussing City developments or planning strategies/programs.

Serves on assigned committees.

Prepares monthly and quarterly performance reports.

Performs other duties as assigned.


KNOWLEDGE, SKILLS, AND ABILITIES:

Knowledge of the principles and practices of urban planning, land use, and urban design.

Knowledge of recent developments, current literature, and sources of information regarding urban planning.

Considerable knowledge of research techniques.

Knowledge of public or business administration with particular reference to City and municipal administration.

Knowledge of databases, spreadsheets, graphics, word processing, statistical analysis, and publishing software.

Ability to operate personal computer and related equipment.

Ability to communicate effectively, both orally and in writing.

Ability to analyze facts and exercise sound judgment in decision making.

Ability to interpret planning and zoning laws and administrative rules to other governmental officials and the public.

Ability to supervise assigned personnel.
