Job Description
|
|
Performs responsible supervisory and administrative work related to the installation, operation, maintenance, and repair of sewage lift stations, odor control facilities, and sewage transfer facilities. Primary duties include reviewing lift station plans, scheduling and coordinating projects, estimating costs, procuring materials and supplies, inspecting work, preparing annual operating budgets, and performing various administrative tasks. Is responsible for responding to sewer emergencies twenty-four hours a day, seven days a week (24/7) when on stand-by assignments or during declared disasters from upper management. Work is performed under the general supervision of the Wastewater Assistant Division Manager. Performance is reviewed through reports submitted, inspection of facilities, Section accomplishments, and conferences with upper management.
Minimum Qualifications:
Bachelor's Degree in Engineering, Physical Science, Business Administration, or related field plus four (4) years experience in the operation, repair, maintenance, troubleshooting, and diagnosing of problems or failures of electrical and mechanical equipment. Related equipment includes pumps, engines, electrical control panels, electric motors, and piping arrangements of sewage pumping stations. Three (3) years supervisory/managerial experience required; or an equivalent combination of education, training, and experience. Valid Florida Class E Driver's License required. Home phone or cell phone required. Wastewater Class A Collection Technician certification required within six (6) months of hire. GOAA ID Badge must be obtained within ninety (90) days of hire and maintained during employment.

Responsibilities

Manages Lift Station Section of supervisors, operators, mechanics, electricians, utility service workers and a painter.
Coordinates and manages repairs and maintenance of sewage lift stations.
Coordinates and manages operational inspections of the lift stations.
Develops and monitors the Lift Station Section budget.
Resolves minor disciplinary problems; recommends major disciplinary actions.
Performs administrative duties such as: review and/or preparation of time sheets for accuracy; preparation of daily work schedules and weekly production reports; completion of accident report forms; and review and approval of work assignment sheets, quarterly reports, employee performance appraisals, and related documents.
Interviews, selects, trains, and/or disciplines employees in accordance with bargaining agreements, and personnel policies and procedures.
Reviews and approves construction plans for new lift station equipment and recommends changes using knowledge of standard specifications for lift stations.
Designs modifications for lift stations.
Prepares specifications for portable and stationary lift station equipment.
Inspects work while in progress and upon completion to ensure lift station buildings, pumps, engines, generators, and related fixtures meet performance standards.
Manages preventive maintenance programs for portable pumps, emergency generators, submersible pumps, station pumps, and other station equipment to limit system breakdowns.
Coordinates and manages emergency response to critical situations; functions as an essential first responder; and works extended hours during and after hurricanes or other disasters to manage and coordinate emergency or disaster related activities.
Enforces safety rules and regulations.
May have exposure to noxious fumes, chemicals, and insects.
Develops and communicates plans and procedures for the efficient operation and maintenance of wastewater lift stations.
Analyzes wastewater pump station reports to identify areas of increased inflow and infiltration and to optimize pump station operations.
Coordinates with other departments, sales representatives, and engineers to ensure effective communication with regards to lift station operations.
Works with manufacturers, integrators, and water reclamation staff to integrate and support the integration of Supervisory Control and Data Acquisition (SCADA) and other equipment.
Receives and responds to inquiries and complaints from the public, contractors, and other related to the areas of assignment, taking appropriate action as necessary.
Solves practical problems and deals with a variety of known variables in situations where only limited standardization exists; interprets a variety of instructions furnished in written, oral, and diagram formats.
Researches, reviews, prepares, and provides service contracts for various services.
Performs other duties as assigned.
KNOWLEDGE, SKILLS, AND ABILITIES:
Extensive knowledge of management principles, practices, and methods of operation.
Comprehensive knowledge of modern theories, principles, and practices of lift station operation, maintenance, and repair.
Comprehensive knowledge of methods, techniques, tools, and materials utilized to maintain and repair electrical and mechanical components of lift station systems.
Extensive knowledge of lift station building codes, performance standards, regulations, and ordinances.
Extensive knowledge of occupational hazards and appropriate safety precautions.
Considerable knowledge of basic recordkeeping and report writing.
Ability to interpret construction drawings, prepare specifications, and estimate material and equipment needs.
Ability to plan, organize, and administer a wide variety of activities and assignments associated with maintenance, repair, and construction of wastewater systems during both normal and emergency operation situations.
Ability to maintain records and to prepare and present complete reports clearly and effectively, both orally and in writing.
Ability to read and interpret bargaining agreements and personnel policies and procedures.
Ability to manage the work of a large diversified staff effectively.
Ability to establish and maintain effective working relationships with employees, officials and the general public.
Ability to perform duties under adverse conditions such as inclement weather, exposure to fumes, chemicals, insects, noise, and in confined areas.
