Job Description

|
Manages and oversees the activities and staff at the Orlando Easterly Wetlands, a natural water reclamation system and public facility open for recreation. Ensures the Wetlands operate efficiently and comply with all required laws and regulations. Serves as consultant and advisor to various City departments and outside organizations and agencies regarding wetland and wildlife related issues and policies.
Minimum Qualifications:
Bachelor's Degree in Biology, Botany, Geochemist, Environmental Science, Engineering, or other related scientific field and minimum of four (4) years wetlands experience, including monitoring and managing ecological systems and two (2) years management or supervisory experience; or an equivalent combination of education, training, and experience. Valid Florida Driver's License required. Must be a Registered Herbicide Applicator and Certified to perform and oversee burns. Must possess the physical fitness and stamina to perform fieldwork requiring walking, standing, and wading through water and wildlife habitat; work in potentially dangerous areas such as construction sites and planned burns at cells throughout the habitat; operate flyboat and pick-up truck; reach, pull, and lift heavy objects.

Manages the day-to-day operations of the Wetlands park and water reclamation process; plans, develops, and implements policies, procedures, goals and objectives to ensure efficiency; determines revenue generating potential and implements as appropriate; prepares and administers budget; approves expenditure; supervises and coordinates the activities of technical and skilled staff, contractors, and volunteers.
Manages, oversees and participates in land management programs and projects including mitigation activities and environmental monitoring programs within the Wetlands including plant, animal species, and water quality; replants treatment cells; oversees sampling and reporting results of the operation of the Easterly Wetlands potable water system; oversees scientific investigations; reviews and interprets data; troubleshoots complex wetlands science issues; develops control programs to maintain efficiency of biodiversity treatment system; establishes transects to determine ecosystem productivity and health; adjusts flow scheme through wetlands; performs and supervises controlled burns, herbicide applications, remucking and drawdowns in coordination with land management objectives; develops and reviews plans and specifications; oversees capital improvement projects.
Ensures City’s compliance with Federal, State, and local regulations associated with the operations of the Orlando Easterly Wetlands; responsible for various reports on the operations of the Easterly Wetlands potable water system; meets with regulatory agencies; advices management; makes presentations; serves as consultant to others on various wetlands and wildlife related issues.
Manages the Wetlands Park, which serves as a City park offering passive recreational opportunities; plans and oversees the organization of the annual Wetlands festival; prepares educational material; makes presentations to various environmental organizations, students, and the public; performs public relations, responds to inquiries, and resolves issues.
Oversees all aspects of monitoring and compliance with FDEP groundwater monitoring program for the Orlando Wetlands including all applicable FDEP standard operating procedures.
Oversees all aspects of surface water monitoring program and comply with all applicable FDEP standard operating procedures for sampling and applicable permit conditions.
Oversee and coordinate all aspects of large-scale earth-moving projects related to the continual renovation of wetland treatment cells. Plan and coordinate with a variety of internal and external departments and agencies to lease heavy equipment, obtain staff, and coordinate with regulatory agencies to accomplish objectives.
