Job Description
 
WATER RECLAMATION: Performs professional and supervisory engineering work assisting the Wastewater Assistant Division Manager in the operations of the Environmental Control Section. Responsibilities include supervising environmental specialists involved in research, sampling, and enforcement activities, as well as serving as project manager on various environmental engineering projects. Work is performed under general supervision and is reviewed through conferences, reports submitted, and results obtained.

PUBLIC WORKS DEPARTMENT: Performs professional and administrative environmental work assisting the Public Works Department. Responsibilities include serving as project manager on various environmental engineering, assessment, and remediation projects; overseeing construction projects under the environmental assessment and remediation contract, data analysis, report review, and/or coordination with regulatory agencies; and managing institutional controls. Work is performed under general supervision of the Capital Improvement Plan Assistant Division Manager and is reviewed through conferences, reports submitted, and results obtained.

Minimum Qualifications:

Bachelor's Degree in Environmental Engineering or related field with substantial coursework in chemistry and two (2) years technical or professional experience in sanitary/environmental engineering, industrial pretreatment, waste management or related field, one of which must have been in a supervisory/managerial capacity; or an equivalent combination of education, training, and experience. Florida Engineer In Training (EIT) License desired.
 
Responsibilities
 
EXAMPLES OF WORK PERFORMED:

WATER RECLAMATION (WC): Plans, coordinates, schedules, and supervises the work of environmental specialists engaged in research, sampling, and enforcement activities related to environmental control; provides training, evaluates performance, and recommends actions which affect employees' status such as hiring, salary changes, and discipline.

WC: Performs engineering reviews/evaluations and coordination, prepares reports, and submits recommendations to supervisor concerning projects, problems, and technical studies in areas related to environmental engineering.

WC: Consults with managers/engineers and advises on chemical/hazardous materials that may require special handling and disposal to ensure compliance with existing and proposed standards of EPA, FDEP, and other regulatory agencies. Also works with the Hazardous Materials Response Team with the City Fire Department.

WC: Reviews literature produced by Environmental Protection Agency, Water Pollution Control Federation, and other sources to keep abreast of research and development on chemical/hazardous discharges; maintains current list of organic chemical compounds and discharge requirements.

WC: Supervises program for constant verification of wholesale sewer customer flow meters to ensure the greatest degree of accuracy. This includes revenue, sewage flow meters, and internal credit water meters for establishment of credits to customers who have non﷓sewered discharge water flow. Prepares related reports.

WC: Coordinates with Environmental Services billing supervisor regarding sewer enhancement projects to facilitate appropriate charges/billing procedures.

PUBLIC WORKS DEPARTMENT (PW): Plans, coordinates, schedules, and reviews the work performed under the environmental contract which includes but is not limited to Phase Is, Phase IIs, groundwater and soil assessments, remediations, and various permitting requirements.

PW: Manages all aspects of the Environmental Continuing Services contract including contract bidding, contractor selection, service authorizations, purchase order requests, invoicing, and change order requests; reviews and handles coordination for proposal approvals and invoice reviews and approvals; reviews and approves change order requests; coordinates/oversees field activities; and reviews technical documents and project closeouts.

Performs engineering reviews/evaluations and coordination; prepares reports’ and submits recommendations to supervisor concerning projects, problems, and technical studies in areas related to environmental assessments and remediation, institutional controls, risk assessments, and cleanup progress. 

PW: Consults with managers/engineers and advises on chemical/hazardous materials that may require special handling and disposal to ensure compliance with existing and proposed standards of EPA, FDEP, and other regulatory agencies. Also works with the Hazardous Materials Response Team with the City Fire Department. 

PW: Reviews literature produced by Environmental Protection Agency, Florida Department of Environmental Protection, and other sources to keep abreast of remediation research and development, emerging environmental factors of concern, and regulatory updates. 

PW: Coordinates with environmental programs and initiatives within the Public Works Department, including property acquisition, stormwater, sustainability, parks, capital improvement, and engineering. 

PW: Manages the City drainwells including the preparation of a maintenance contract, coordination of permits for replacements and abandonments, determination of drainwell priorities, and development of a maintenance schedule.

PW: Develops, manages, and implements environmental procedures for the City including institutional controls, dewatering discharge treatment requirements, environmental liability quantifications, and voluntary cleanup tax credit calculations.

PW: Develops the City environmental liability estimates; prepares the Voluntary Cleanup Tax Credit (VCTC) application(s) for the City; and coordinates the Brownfield site rehabilitation orders and site access agreements. 

PW: Manages the City Drain Well Maintenance Contract including development and implementation of projects for video inspections, cleaning, and replacement. Includes design of proposed drain wells, management of drain well database, identification of wells for maintenance activities, and field oversight of activities.

Coordinates with City divisions to gather data for the annual NPDES Report; reviews building and right-of-way permits to provide input for environmental concerns; and manages groundwater impacts at City properties. May present information on City projects.

Manages the Institutional Control program for City properties including implementation, inspections, and removals of soil and groundwater restrictions

Prepares annual Governmental Accounting Standards Board (GASB) Statement to detail the progress of the cleanup for each environmental site in the City.

Develops and maintains GIS layers for environmental data including groundwater plumes, monitoring well locations, institutional controls, and impacted soil areas.

Manages the environmental assessment and remediation programs under the FDEP and EPA; handles compilation and submission for the voluntary cleanup tax credit (VCTC) program.

Coordinates the monitoring well installation permits submitted to the City for FDEP and EPA sites.

Performs other duties as assigned.
