Job Description

|
Performs responsible technical, supervisory, and administrative work assisting in operating a wastewater treatment plant on an assigned shift. Responsibilities include but are not limited to collecting samples, removing sludge, performing laboratory tests, inspecting and adjusting equipment, and maintaining records. Performs the Treatment Plant Operator Chief's duties in their absence. Work performed requires the employee to possess technical expertise from previous work experience. Considerable initiative and independent judgment are necessary for completing technical and supervisory assignments and training operators in lower classifications. Work is performed under the supervision of a Treatment Plant Operator Chief. Performance is reviewed through analyses of plant records and reports, conferences, direct observation, and results obtained.
Minimum Qualifications: Associate's Degree or Technical Certificate, plus five (5) years experience operating a wastewater treatment plant; or an equivalent combination of education, training, and experience. Valid Florida Driver's License required. Current Florida Wastewater Operator “A” Certificate for Wastewater Treatment required or possess a Florida Wastewater Operator “B” Certificate for Wastewater Treatment and obtain a Florida Wastewater Operator “A “Certificate for Wastewater Treatment within six (6) months from date of hire. GOAA (Greater Orlando Aviation Authority) security badge required to work at the Water Conserv I Facility. Must pass wastewater aptitude test given by the City of Orlando at the time of interview. Must pass annual respirator physical; no facial hair allowed between the face and the sealing surface of the face piece. Must have a cell/home telephone or be able to be contacted in an emergency work situation. Some lead or supervisory experience preferred.

Responsibilities

EXAMPLES OF WORK PERFORMED:

Oversees wastewater treatment operations on an assigned shift; supervises and participates in the control of flow and processing of wastewater, biosolids, and reclaimed water.
Directs and/or participates in the reading of various meters and gauges and the collection of samples at various stages of the treatment process according to established guidelines.
Monitors flow rates, dissolved oxygen, on-line nutrient analyzers, chlorine residual, Ph, turbidity, temperature, mixed liquor suspended solids, etc. by checking and reading gauges, meters, and control panels and performing laboratory analyses; interprets test results and readings and determines processing requirements.
Adjusts chlorinators, digestors, sludge collectors, chemical feeders, screens, conveyors and related equipment to obtain appropriate sludge thickness, flow rates, chemical feed rates, aeration volumes, scum removal rates, etc. for optimum treatment efficiency.
Performs preventive maintenance, troubleshoots, and performs repairs to plant equipment, such as, but not limited to, back flushing plugged lines, removing blockages from pumps, resetting tripped electrical circuits, repairing chlorine leaks, relighting heat exchanger and methane burner, cleaning bar screen, etc.
Instructs and trains operators in wastewater treatment processing, equipment operations and safety procedures; insures compliance with safety procedures.
Conducts educational training programs for plant personnel.
Prepares and maintains operational control reports, trend charts and related logs for the plant. Will be trained to prepare discharge monitoring reports, annual reuse reports and annual biosolids reports for regulatory agencies regarding the operation of the facility.
Monitors chemical inventory levels and orders chemicals as needed.
Prepares work schedules and work assignments to ensure adequate coverage.
Performs other duties as assigned.
KNOWLEDGE, SKILLS, AND ABILITIES:
Knowledge of water reclamation treatment processes and wastewater chemistry.
Knowledge of the lay out and flow patterns of treatment plant.
Knowledge of principles, practices, methods and equipment used in wastewater treatment operations and maintenance.
Knowledge of various chemicals used in treatment and processing of wastewater.
Knowledge of the occupational hazards and safety precautions and methods of promoting safety.
Knowledge of the methods, practices and procedures in the repair and maintenance of pumps, motors, valves, sludge collectors, aerators and related equipment and the ability to make repairs and adjustments to plant equipment.
Knowledge of supervisory practices and procedures.
Ability to accurately follow operating and recording procedures and to understand and follow oral and written instructions.
Ability to supervise and instruct shift supervisors and operators in plant operations.
Ability to read, record, and interpret meters, charts, graphs, laboratory reports, etc.
Ability to establish and maintain effective working relationships with employees as necessitated by the work.
Ability to perform wastewater related mathematical calculations.
Ability to analyze and evaluate plant operations, identify problems, and initiate corrective action.
Ability to detect faulty operating characteristics in equipment or processes.
Ability to work in and around raw wastewater, caustic and explosive chemicals, and other hazardous materials including liquid and gas Chlorine daily with varying noise levels and odors at various shifts.
Ability to work shifts, including weekends and holidays.
Ability to perform various physical duties such as climbing stairs, twisting, turning, lifting heavy items, digging, shoveling and manually operating gates and valves.
