Job Description

Performs professional, technical, and managerial work involving inspection, cleaning, evaluation, and rehabilitation of the wastewater sewer system. Responsible for managing the sewer flow reduction program. Duties include planning and scheduling the inspection testing and repair of manholes and sewer lines, monitoring contracted sewer repair work, analyzing field data, reviewing technical reports, and overseeing enforcement of City Code governing excessive water entering the sewer system. Coordinates and interacts with outside vendors, contractors, and the public. Work is performed under the direction of the Wastewater Assistant Division Manager and is reviewed through reports submitted, meetings, and results obtained from field work.

Minimum Qualifications:

Bachelor's Degree in Sanitary Engineering or Civil Engineering and a minimum of four (4) years experience in the testing, inspection and repair of manholes and sewer lines, some of which must have been in a supervisory capacity; or an equivalent combination of education, training, and experience. Valid Florida Driver's License required. GOAA Secure Area Access I.D. badge is required within ninety (90) days of hire. Florida Class "A" Water and Pollution Control Collection Technician License required within the time limit set by department.

Responsibilities

Plans, coordinates, and schedules the inspection, testing, analysis and repair of manholes and sewer lines to reduce excessive water entering the sewer system. Supervises through subordinate supervisors the work of unskilled skilled and technical workers.

Analyzes and evaluates the results of smoke/dye tests, flow isolation, night time weiring, televised inspection, and lift station reports, and related data to determine amount of inflow/infiltration and the appropriate sewer line repair. Prepares technical reports outlining findings and appropriate corrective measures to be taken.

Reviews Sewer Flow Reduction Reports for technical accuracy and submits requests to Florida Department of Environmental Regulation (FDER) for allocation of reclaimed sewer capacity.

Administers and monitors contracts involving sewer line rehabilitation work. Authorizes contractual payments in accordance with departmental policies.

Participates in the development and administration of annual budget. Determines section needs; develops specifications for equipment and contractual services; monitors expenditures and requisitions all equipment, supplies and materials.

Maintains records of Section activities, compiles data, and prepares monthly and quarterly performance reports for submission to Assistant Division Manager .

Interviews and recommends selection of staff; monitors performance and counsels as needed to correct deficiencies.

Oversees the training of staff in proper work methods, operation of tools and equipment and safety procedures. This includes detection of unsafe atmospheric conditions, installation and maintenance of open channel flow meters, groundwater level indicators, rainfall recorders, pressure smoke/dye testing, flow isolation, lift station pumping volumes and other tests.

Attends project planning meetings to provide input for scheduling, etc.

Performs other duties as assigned.

KNOWLEDGE, SKILLS, AND ABILITIES:

Knowledge of environmental regulations and ordinances governing sewer flow reduction programs and repair techniques.

Knowledge of safety regulations and procedures.

Knowledge of techniques and procedures to conduct various technical tests of sewer lines, including but not limited to smoke/dye flow isolation, night time weiring, ground water monitoring.

Thorough knowledge of various sewer line maintenance, repair/rehabilitation techniques and procedures such as sewer line cleaning, flow control, television inspection, sewer pipe joint testing and sealing, manhole sealing, sewer line sliplining, and manhole lining processes.

Ability to collect and interpret technical inflow/infiltration data and draw valid conclusions.

Ability to establish and maintain effective work relationships with contractors, City employees, representatives of regulatory agencies and the general public.

Ability to prepare clear and concise administrative and technical reports.

Ability to descend into underground sewers and work in rough terrains, exposed to noxious fumes, extreme weather conditions, and insects.

Ability to plan and direct the work of several crews.

Ability to inspect sewer lines which may involve frequent walking.

Ability to develop and administer annual operating budget.
