Job Description
|
|
Performs responsible technical, administrative, and supervisory work involving Water Reclamation Facility operations. Responsible for 24-hour/day operation and ensuring that the treatment plant produces the highest quality products in the most efficient and cost-effective manner. Considerable initiative and independent judgment are required to ensure continuous effective, efficient, and safe wastewater treatment. Work is performed under the general supervision of a Treatment Plant Manager and reviewed through conferences, reports submitted, and results obtained.
Minimum Qualifications:
Bachelor's Degree and at least two (2) years of experience operating a wastewater treatment plant similar in process and size to the City of Orlando's facilities, some of which must have been in a supervisory/managerial capacity; or an equivalent combination of education, training, and experience. Valid Florida Driver's License required. Current State of Florida Wastewater Operator "A" Certificate for wastewater treatment required. Must possess a cell phone or home phone, or be able to be contacted in case of an emergency work situation. Some positions may be required to pass an annual respirator physical; no facial hair allowed between the face and sealing surface of the respirator face plate.

Troubleshoots and resolves major operational problems in accordance with accepted industry practices and departmental policies. Stay current with new regulations and innovative wastewater treatment methods.
Plans, coordinates, and supervises Water Reclamation Facility operations at a designated treatment plant; monitors and inspects treatment processes and equipment.
Maintains effective working relationships with employees, managers, outside representatives and the general public.
Develops work schedules and ensures each shift is properly staffed. Conducts disciplinary interviews and oversee the recruitment process to ensure timely replacement of vacant positions.
Performs periodic inspections of facilities and equipment to ensure plant is operating properly.
Reviews and evaluates process control tests; establishes process control parameters based on test results.
Ensures treatment plant operators are trained in operational procedures and attain the various levels of operator certification.
Participates in the selection, training, evaluation, counseling, termination, and/or discipline of employees, both bargaining and non-bargaining.
Participates in the development and control of annual operating budget.
Performs other duties as assigned.
KNOWLEDGE, SKILLS, AND ABILITIES:
Knowledge of effective supervisory principles and practices.
Thorough knowledge of Water Reclamation processes and wastewater chemistry.
Understanding of the lay out and flow patterns of treatment plant.
Thorough knowledge of principles, practices, methods and equipment used in Water Reclamation Facility operations and maintenance.
Thorough knowledge of various chemicals used in treatment and processing of wastewater.
Knowledge of the occupational hazards and safety precautions and methods of promoting safety.
Basic knowledge of the methods, practices and procedures in the repair and maintenance of pumps, motors, valves, sludge collectors, aerators and related equipment and the ability to assist in repairs and adjustments to plant equipment.
Knowledge of budget development and control principles.
Ability to understand and follow oral and written instructions.
Ability to plan, coordinate, and schedule work activities for a 24 hour/7 days per week operation.
Ability to read, record, and interpret meters, charts, graphs, laboratory reports, etc.

Ability to establish and maintain effective working relationships with employees, managers, and outside representatives.
Ability to analyze and evaluate plant operations, identify problems, and determine corrective action.
Ability to detect faulty operating characteristics in equipment or processes.
Ability to work in and around raw sewage, caustic and explosive chemicals, and other hazardous materials on a daily basis with varying noise levels and odors.
