Job Description
 
Performs professional and administrative engineering work with responsibility for reviewing engineering design and construction projects; providing information and computer support to Environmental Services staff; and other related duties. Work is performed under general supervision of the Wastewater Assistant Division Manager. Performance is reviewed through reports submitted, conferences, and results obtained.

Minimum Qualifications:

Bachelor's Degree in Civil Engineering or related field with six (6) or more years professional experience in engineering, public works construction, or related field, two (2) years of which must have been in a managerial or supervisory capacity; or an equivalent combination of education, training, and experience. Florida Engineer Intern Certification and valid Florida Driver's License required. Florida Professional Engineering (PE) License preferred.
 
Responsibilities

Performs engineering, administrative and supervision tasks involving three distinct groups: Civil/Utilities Engineering, Utility Construction Inspection, and GIS Database Management - to ensure construction plans comply with city standards prior to permit issuance, installation of water reclamation (sanitary sewer and reclaimed water) facilities comply with City standards. Ensure City’s GIS database is up to date and accurately depicts the city’s water reclamation assets.
Manages a cost center for the engineering and mapping section of the water reclamation division including establishing an annual budget, tracking expenses, approving invoices, and managing personnel matters.

Attends pre-application meetings, TRC meetings, and MPB meetings. Conducts review of Planning cases including street abandonments (ABN), annexations (ANX), conditional use plans (CUP), determinations (DET), land use change and growth management plans (GMP), master plans (MPL), plats and subdivisions (SUB), and zone changes and PD zoning requests (ZON) to assess their impact on the water reclamation facilities (sanitary sewer and reclaimed water).

Plans and coordinates various studies as State of Florida Concurrence study, Wastewater rate study; annual Wastewater budget as all nine programs coordination, during year constant review of funds; to include financial review.

Conducts review of construction plans submitted for building (BLD) and engineering (ENG) permits to assure the plans have been prepared in accordance with the City’s Standards (ESM) and to assess their impact on the water reclamation facilities..

Oversees a team of inspectors who conduct inspection of sanitary sewer facilities and reclaimed water mains to assure installation of the utilities are compliant with the City’s Engineering Standards Manual (ESM); Attend lift station startups, hyrostatic pressure tests, and pressure main tapping operations; Perform locate ball sweeps and continuity tests on force mains; Conduct review of closed-circuit TV (CCTV) recordings to assess the condition of sanitary sewer pipe. Coordinates and conducts sewer capacity analyses, inflow and infiltration (I/I) studies, and other studies related to the City’s wastewater collection & conveyance and reclaimed water distribution systems. Provides research and information to the Planning Department related to the Wastewater Element of the City’s Growth Management Plan. Participates in Engineering Standard updates to assure the City’s Standards are consistent with the latest industry technologies and materials.

Attends sitework pre-construction meetings. Performs review of shop drawings, as-built survey, easements, ROW encroachments, engineers’ certification, and other required closeout documentation to assure that water reclamation facilities are documented to depict compliance with the ESM. It is critical that the as-built survey and closeout documents are complete and correct to assure that the new facilities will be accurately depicted in the City’s GIS database.

Knowledge of environmental regulations governing the design, modification operation and repair of lift stations, treatment plants, collection systems.

Ability to gather, organize, interpret, modify and compile relevant civil engineering information and data to provide a basis of sound decision making.

Ability to communicate clearly and concisely, orally and in writing.

Ability to detect omissions or errors in construction drawings and specifications and make corrective recommendations.

Ability to establish and maintain effective working relationships with contractors, property owners, the public and employees as necessitated by the work.

Ability to prepare clear and concise technical reports on engineering work assignments.
