Job Description
 
Performs engineering, administrative, and supervisory work involving the design, construction, operation, evaluation, control, rehabilitation, and maintenance of over 200 lift stations, over 700 miles of wastewater collection lines, over 200 miles of reclaimed water distribution lines, or three (3) advanced wastewater treatment plants. Participates in planning for future expansions of treatment, collection and reclaimed water facilities. Manages the Division in the absence of the Division Manager. Work is performed under the general direction of the Wastewater Division Manager. Work is reviewed from an overall standpoint through discussions and evaluation of reports submitted and results obtained.

Minimum Qualifications:

Bachelor's Degree in Civil Engineering, Environmental Engineering, or Sanitary Engineering and two (2) years responsible experience in the operation and maintenance of wastewater collection lines, lift stations, reclaimed water systems, and wastewater treatment plants, two (2) years which must have been in a management capacity; or an equivalent combination of education, training, and experience. Valid Florida Driver's License required. Florida Professional Engineer (PE) License desired. Florida Class A Wastewater Certification desired.
 
Responsibilities
 
EXAMPLES OF WORK PERFORMED:

Manages operations and maintenance functions of sewer collection lines, pumping stations, sewer system evaluation surveys, reclaimed water systems or treatment facilities as determined by Division Manager. Organizes, schedules, and assigns projects to subordinates; coordinates project implementation. Ensures availability of required equipment; stages equipment for planned work; prepares requisitions for procurement; acquires materials with credit card; coordinates with procurement specialist on high dollar purchases; coordinates repair and maintenance of equipment with vendors; prepares budget recommendations for equipment and services; coordinates zone budgets.

Enforces standards of performance as established by City, State or Federal guidelines. Reviews assignments and program activity reports with section supervisors and provides guidance and technical assistance as needed.

Conducts frequent inspections of facilities and equipment.

Reviews and authorizes personnel actions such as selections, promotions, transfers and demotions; reviews disciplinary actions based on documentation and input from supervisors to ensure consistency in administering disciplinary actions.

Assists in the development of specifications for procurement of new equipment or rehabilitation processes.

Participates in planning future expansions and capital improvement projects.

Manages employees and Capital Improvement projects related to Water Reclamation Infrastructure. Reviews complex design drawings, construction plans, specifications, feasibility studies, evaluations, cost estimates and bid documents for engineering/construction projects. Manages Division personnel matters to include hiring, discipline, training, and development, performance reviews and related activities. Reviews the work of staff for completeness and accuracy; evaluates and makes recommendations and offers advice, as appropriate.

Reviews and evaluates engineering designs and specifications submitted for construction/rehabilitation of sewer lines, reclaimed water lines and pumping stations. Confers and negotiates with consulting and department engineers with respect to special studies, alterations, upgrades and expansions of the system; directs monitoring of performance of contract engineers and wastewater main installation contractors.

Reviews and authorizes payroll reports, purchase orders, and related documents; monitors program budget expenditures. Monitors requests submitted to ensure funds approved prior to acquiring materials and starting work. Aids in the creation of the annual budget.

Directs programs to educate the public on reclaimed water conservation and related issues; directs the maintenance of operating and administrative records.

Monitors and periodically updates the sewer system fixed asset inventory; serves as custodian of capital inventory accounts.

Establishes and modifies preventative maintenance programs in conjunction with input received from manufacturers and program managers.

Attends meetings as official representative for Division (i.e., Budget Review, Purchasing review, Public Works Consultant Committee, Personnel Services, contract negotiations, etc.).

Prepares reports and correspondence. May include investigation and research to stay abreast of current trends.

May be required to work during non-regular business hours such as weekends and evenings.

Performs other duties as assigned.

 


KNOWLEDGE, SKILLS, AND ABILITIES:

Thorough knowledge of the principles of civil and sanitary engineering as applied to the development, construction, operation, and maintenance of treatment plants, lift stations, gravity collection systems and reclaimed water systems.

Knowledge of local ordinances, state and federal regulations that govern environmental protection as it relates to the waste water collection, construction, treatment and disposal.

Effective written and verbal communication skills.

Ability to plan and direct the design, construction, operation, maintenance and repair of sewer facilities and collection systems.

Ability to perform engineering computations and make comprehensive recommendations for the solution of sewer utility problems.

Ability to develop and control management by objective operating budget.

Ability to establish and maintain effective relationships with citizens, staff, city, county, state, and federal officials.

Ability to operate motor vehicle and conduct inspections of facilities and equipment.

Ability to read and interpret engineering plans and specifications.

Ability to operate a personal computer and computer software/programs i+e+
Lotus Notes, Microsoft Office, etc.
