Job Description

|
Performs professional, administrative, and managerial work for the City of Orlando’s Hispanic Office for Local Assistance (HOLA). Responsible for managing HOLA staff and volunteers. Develops and maintains relationships with community partners, plans and directs events (seminars, workshops, training, fairs, expos, etc), creates accurate bilingual literature, collaborates with the Mayor's Office, prepares and manages the HOLA budget and supervises accounting functions, attends community events, training staff, and volunteers, promoting City services and working with the Mayor’s Multicultural Affairs Office on City signature events. Work is performed under the direction of the Community Affairs & Human Relations Director in coordination with the Mayor's Office. Performance is reviewed through conferences, reports submitted, and appraisal of accomplishments.
Minimum Qualifications:
Bachelor's Degree in Public Administration, Marketing, Communications, Nonprofit Management, or related field, fiscal management experience, and four (4) years of professional and supervisory experience in volunteer management, community outreach, information and referral, event coordination and/or marketing, and public relations, or working in partnership with nonprofit organizations; or an equivalent combination of education, training, and experience. Must be proficient in Microsoft Word, Excel, and PowerPoint 2010 or newer. Must be fluent in English and Spanish, both verbal and written.

Responsibilities

Manage the Hispanic Office for Local Assistance, it’s staff and volunteers.
Connect individuals and families with the information, resources and necessary tools for a successful transition.
Work with community partners to create and maintain a collaborative effort between both.
Serve as a city liaison with Hispanic business and community leaders and Hispanic citizens.
Provide technical assistance to City elected and appointed officials and city staff in responding to requests and needs of Orlando’s Hispanic community.
Assist the City in identifying Hispanic citizen needs and forming partnerships to meet these needs.
Continue to form and maintain partnerships with community based organizations providing services to Hispanic citizens in the City.
Meeting with leaders of community organizations to expand existing services.
Facilitate and/or coordinate seminars, workshops, trainings, fairs, expo’s, and other events, in collaboration with community partners.
Create bilingual literature, including accurately translating materials and information in Spanish and English.
Provide translation and interpretation services as needed.
Facilitate resident use of the HOLA Orlando Jobs web site services.
Participate in community events providing information and referral.
Participate in City sponsored events, such as the Mayors Neighborhood & Community Summit, and any other event deemed necessary by the Neighborhood & Community Affairs Director.
Supervise and evaluate performance of H.O.L.A. staff. Supervise and train H.O.L.A. volunteers; submit quarterly reports to the City’s Volunteer Manager.
Promote H.O.L.A. services through local media, event participation, via Internet, and through person to person contact. Develops,research and submit reports.
Prepares and manages the H.O.L.A. budget and accounting funtions.
Works with the Mayor’s Multicultural Affairs Office on City signature events.
Performs other duties as may be required.

Extensive knowledge in facilitating community partnerships to meet citizen needs.
Knowledge of Federal, State and local government social and welfare programs.
Considerable knowledge of community resources and services available to assist Hispanic citizens.
Working knowledge of administrative and effective management techniques and supervisory skills.
Extensive knowledge in daily office operations.
Considerable knowledge in the principles, practices, trends and methods of information and referral services.
Working knowledge of public relations principals and practices.
Knowledge of budget management.
Knowledge of organizational development, team building, volunteer recruitment and management, conflict resolution, and managing and facilitating meetings.
Knowledge of community resources in the government, public, and private sectors.
Extensive skills in the accurate verbal and written interpretation and translation of English and Spanish, including strong English and Spanish interpersonal communication and presentation skills.
Skilled in managing people and maintaining a positive, professional, and effective working relationship with internal and external customers.
Skilled in research techniques, report generation, and project management.
Skilled in public speaking; researching, developing and making presentations; conducting workshops; and presenting ideas clearly and concisely in writing and/or verbally.
Excellent skills in the use of developing PowerPoint presentations, and writing brochures and publications.
Skill in the use of personal computers (including, but not limited to: Word, Excel and PowerPoint) required.
Skilled in photography, event planning and implementation.
Ability to establish and maintain effective working relationships with City Departments, elected City Officials, community leaders, residents, area businesses, and community and social service agencies.
Ability to prepare, justify and maintain a program budget.
Ability to remain calm under pressure, in stressful situations, and during confrontational meetings.
Ability to work independently, demonstrate independent judgment, and show initiative.
Ability to identify community needs and potential solutions, and to plan, manage and evaluate outreach programs, activities and resources to address needs.
Ability to analyze and interpret factual data necessary to render opinions, decisions, and direction to the citizens, community, organizations, associations, and businesses.
Ability to operate a personal computer, a camera, video camcorder, public address systems, and other audiovisual equipment needed to make presentations.
Ability to work evenings, weekends and some holidays.
