Job Description

|
Performs responsible work supervising the daily operations of the Maintenance and Support Services Program. Primary responsibilities include maintenance and repair of the City parking garages, emergency generators, fire pumps, surface lots, parking meters and pay stations, construction materials, and all other equipment related to the daily operation. Work is performed under the general supervision and performance is reviewed through conferences, evaluation of reports submitted, and results obtained. Supervises a 24/7 (24 hours/7 days a week) response team.
Minimum Qualifications:
Bachelor's Degree and four (4) or more years responsible experience in inventory control, store keeping, purchasing, or progressively responsible experience in parking and/or traffic operations, One (1) of which must have been in a supervisory capacity related field, One (1) of which must have been in a supervisory capacity; or an equivalent combination of education, training, and experience. Valid Florida Driver's License required.
STREETSBachelor's Degree in Mechanics, Carpentry, Welding, or related field and four (4) or more years responsible experience in inventory control, store keeping, purchasing, or related field, one (1) of which must have been in a supervisory capacity; or an equivalent combination of education, training, and experience. Knowledge of welding, carpentry, and mechanics required; diesel experience desired. Class B CDL desired for position in Streets.
PARKINGBachelor's Degree in Business Management or related field and four (4) or more years progressively responsible experience in parking and/or traffic operations, one (1) of which must have been in a supervisory capacity; or an equivalent combination of education, training, and experience.

Responsibilities

EXAMPLES OF WORK PERFORMED:

Coordinates and supervises the construction, maintenance, repair, and welding of barricades and metal fixtures, pollution control devices, catch basins, boat trailers, generators, pumps, and related equipment.
Supervises ordering items and coordinates procurement including emergency purchase orders; obtains quotes from vendors, selects vendors, and places orders in accordance with established Purchasing procedures; and reviews requisitions and purchase orders to ensure completeness and accuracy.
Oversees Citywide 24/7 maintenance/placement program to provide safety and security of construction job sites, storm damage areas, etc.; prepares annual work schedules; provides guidance as needed, occasionally accompanying employees on routes; and reviews daily watch reports.
Inspects facilities for cleanliness and orderliness; coordinates with contractor or assigns appropriate staff to take corrective action when needed.
Plans and supervises staff engaged in maintenance, sweeping, and landscaping of all off-street garages and lots.
Responds to and resolves complaints regarding parking meters, parking tickets, maintenance/operations of facilities, and other parking related problems.
Coordinates and supervises planning installation, inspection, maintenance, security, and revenue collection for parking meters for both on and off-street facilities.
Interviews applicants and recommends selections; administers discipline up to termination in accordance with union contract and policies and procedures.
Maintains daily time, attendance, and production records for payroll and operational reports.
Prepares initial draft of Section's budget identifying operational objectives, projected capital outlay requirements, staffing, etc.; submits to Bureau Chief for review; and monitors budgeted program expenditures.
Prepares and submits specifications for equipment using knowledge of Bureau needs, equipment capabilities, discussions with vendors and manufacturers, and review of brochures; evaluates and recommends bids to Bureau Chief.
Attends meetings as required and advises managers on equipment/materials needed to perform jobs, cost estimates, etc.
May operate heavy equipment, such as front-end loader and 10-yard dump truck.
Coordinates and assists with the planning and activities regarding events that impact on-street meters.
Acts as a liaison between businesses or with various City departments in order to accomplish goals, initiatives, or projects. May represent the Division on various committees, meetings, and functions.
Coordinates aviation responsibilities with the GEICO Garage Helistop (FL05).
Coordinates with contractors and IT on technology and support items including phones, meters, safety/security systems, cameras, networks, etc.
Acts as a liaison and coordinates with the EOC and other emergency organizations before, during, and post events. Is responsible for the Division's emergency preparations and after-action plans.
Performs other duties as assigned.
KNOWLEDGE, SKILLS, AND ABILITIES:
Knowledge of City, state, and municipal ordinances pertaining to parking.
Knowledge of methods and procedures of installation, maintenance security, and revenue collection for parking meters.
Knowledge of procedures governing warehouse operations, inventory control, and purchasing procedures.
Knowledge of various materials, chemicals, and supplies utilized in construction warehouse and in the maintenance of various parking facilities.
Knowledge of effective supervisory practices and techniques.
Knowledge of welding techniques and practices.
Knowledge of metering injection pumping stations and operation.
Skilled in the maintenance and repair of construction equipment such as well point pumps, concrete saws, pumps, tamps, etc.
Ability to develop and maintain inventory control system for warehouse.
Ability to develop and administer annual operating budget and prepare related reports.
Ability to plan, organize, supervise, and inspect the work of several semiskilled and skilled workers.
Ability to communicate clearly, both orally and in writing.
Ability to develop and maintain effective working relationships with employees and the general public.
