Job Description
 
Performs administrative and supervisory work with responsibility for managing and coordinating activities of Traffic Control. Prepares budgets for cost center. Trains and supervises the maintenance and installment of signal equipment. Work is performed under the supervision of the Transportation Systems Manager and reviewed through conferences, reports submitted, and results achieved.

Minimum Qualifications:

Bachelor's Degree in Transportation Engineering and two (2) years experience in transportation engineering, some of which must have been in traffic studies, signalization, signing, and pavement marking; or an equivalent combination of education, training, and experience. Valid Florida Driver's License required. Two (2) years supervisory experience preferred.
 
Responsibilities

Participates in the development and administration of the annual budget by establishing goals, objectives, and performance standards, and equipment and personnel needs; estimates operating, compiling and investigating costs associated with the purchase of equipment needed to operate the signalized locations.

Maintains records and files on all the signalized intersections including physical inventories and maintenance and response calls for all locations.

Maintains records on all employees including payroll, overtime scheduling, safety equipment.

Creates, prepares, and submits monthly, quarterly and annual status reports. Prepares annual report for FDOT billing of traffic signal maintenance of signalized intersections owned by FDOT but maintained by the City of Orlando per the Traffic signal Maintenance Agreement (TSMA) between the City of Orlando and FDOT.

Supervises preventive and equipment maintenance of all signalized intersection. Coordinate with the Traffic Management Center to ensure traffic signal controllers are operating per traffic signal software data base (ATMS.NOW).

Trains and supervises staff in the operation of signal equipment and advise of changes and upgrades in the equipment.

Reviews plans and cost proposals for the purchase and installment of traffic signal equipment.

Coordinates and supervises the construction crews and electronic technicians to insure the proper operation of communication equipment.

Performs other duties as assigned.

 


KNOWLEDGE, SKILLS, AND ABILITIES:

Knowledge of traffic engineering principles, methods and procedures.

Thorough knowledge of Federal, State and local traffic laws and regulations as they apply to traffic control work on Municipal roadways.

Considerable knowledge of the materials, methods and practices utilized in the installation of traffic control signals, signs and pavement markings.

Ability to evaluate technical traffic engineering data and statistics, arrive at valid conclusions and prepare recommendations.

Ability to effectively plan and direct the work of assigned employees.

Ability to communicate clearly and concisely, orally and in writing.

Ability to establish and maintain effective working relationships with employees, other governmental agencies and the public as necessitated by the work.
