Job Description
 

Plans, organizes, and oversees the daily operations and maintenance of the City of Orlando’s Street Sweeper Program, including supervising staff performing maintenance and street sweeper work. Primary duties include coordinating, scheduling, assigning and inspecting the work of several crews. This position reports directly to the Stormwater Assistant Division Manager. Performance is reviewed through conferences, reports, and results obtained.

Minimum Qualifications:

Associate's Degree or equivalent in Program/Project Management, Engineering, or related field with coursework in business administration, and five (5) years of progressively responsible experience with program management preferably in municipal Public Works or Street Sweeping, including two (2) years of supervisory or administrative experience; or an equivalent combination of education, training, and experience. Valid Class B Drivers License required. Valid Florida Driver's License required.

 
Responsibilities

Develop and implement strategic plans for street sweeping operations to ensure alignment with municipal goals and objectives.
Analyze current processes and identify opportunities for improvement in efficiency and effectiveness.
Collaborate with relevant stakeholders to develop long-term strategies for street maintenance and cleanliness.
Oversee the day-to-day operations of the street sweeper program, including scheduling, routing, and deployment of equipment and personnel.
Monitor and evaluate program performance to ensure compliance with quality standards and regulatory requirements.
Develop and manage the annual budget for the street sweeper program, including forecasting expenses, tracking expenditures, and identifying cost-saving opportunities.
Coordinate procurement of equipment, supplies, and services necessary for program operations.
Allocate resources effectively to meet operational demands while staying within budgetary constraints.
Provide leadership and supervision to street sweeper operators, field supervisors and support staff, including hiring, training, performance evaluation, and disciplinary action as necessary.
Foster a culture of safety, professionalism, and accountability among program staff.
Facilitate ongoing training and development opportunities to enhance team skills and capabilities.
Collaborate with community organizations, local agencies, and other stakeholders to address issues related to street cleanliness and maintenance.
Communicate effectively with the public through various channels to provide information and updates on program activities.
May perform other related duties as assigned.


KNOWLEDGE, SKILLS AND ABILITIES:
Knowledge of regulatory requirements and best practices related to street sweeping operations.
Knowledge of contract administration, contracting methods and techniques, purchasing, and City requirements.
Knowledge of the principles and procedures of personnel management and business administration. 
Ability to use personal computer including word processing and excel to prepare reports, and special software applications for street and storm water management.
Ability to analyze and resolve complex technical and administrative problems and make sound decisions.
Strong oral and written communication skills including public speaking skills.
Ability to establish and maintain effective working relationships with department heads, managers, employees, commissioners, and the public.
Skilled in budgeting, financial management, and resource allocation.
