Job Description
 
Responsible for the overall management and operation of the Property and Evidence Section. Performs administrative and supervisory work in the receipt, classification, inventory, storage, and release of property and evidence in accordance with local, state, and federal guidelines. Serves as Exposure Control Officer for the Orlando Police Department (OPD). Has release authority for evidence in criminal (misdemeanor) and City Ordinance arrests. Work is performed under the general direction of the Police Administrative Services Manager with considerable independence. Performance is reviewed through frequent inspections, discussions, and analysis of reports submitted.

Minimum Qualifications:

Associate's Degree, preferably in Criminal Justice, and two (2) years of experience in warehousing, property control, or materials management, preferably in the area of police property and evidence; or an equivalent combination of education, training, and experience. Valid Florida Driver's License required. Must pass police background check which includes polygraph. Supervisory experience highly desired.
 
Responsibilities

Supervise Police Service Specialist positions; trains, assigns and reviews work of personnel to assure compliance with local, state, and federal statutes.

Ensures proper storage, maintenance and accountability of police property and evidence by property type, classification and warehousing requirements.

Monitors and verifies evidence on computer printout reports and verifies data entry by comparing evidence cards.

Responsible for periodic audits of evidence by comparing evidence by bin location, evidence number, and type.

Stores found/confiscated property; segregates property and assigns warehouse locations for data entry by type, class or grade; establishes records of inventory.

Selects the proper storage space that protects the property and evidence for use in criminal trial or prior to return to the rightful owner.

Serves as the Exposure Control Officer for the department; maintains and updates the Bloodborne Pathogens Plan and all policies and procedures governing same.

Maintains protective/decontamination equipment inventory and various logs; assists with training; assists with decontamination of areas within the department and police vehicles.

Inventories all property and evidence; physically counts/weighs property/evidence (money, bonds, drugs, etc.) and records results using proper inventory control methods; notifies supervisor of discrepancies immediately.

Supervises the purging and disposal of evidence; issues and transfers property; prepares property for release, storage, and shipment; selects and applies proper methods to preserve property; prepares reports using local, state, and federal guidelines.

Verifies and counts all purged monies; prepares cash reports and records of deposit for Contraband Forfeiture Trust Funds, lost or abandoned monies deposited to the City's general fund.


KNOWLEDGE, SKILLS AND ABILITIES:

Thorough knowledge and understanding of state and federal statutes governing the release of property and evidence.

Knowledge of OPD Property & Evidence Procedures, Police Records Procedures, OPD Policies & Procedures, and City Policies & Procedures.

Thorough knowledge of warehousing methods, principles and practices, inventory control and office procedures.

Must be computer literate and have good basic math skills.

Ability to use a calculator, typewriter, and a personal computer.

Possess good organizational skills for use in assignment of personnel and inventory space usage.

Ability to effectively communicate orally and in writing.

Ability to work in office and warehouse conditions.

Ability to plan, assign, supervise, and evaluate work of subordinates.

Ability to establish and maintain effective relationships with employees, other departments/bureaus and the general public.
