Job Description
 
Performs supervisory work involving the daily operation of the City of Orlando's parking facilities, surface lots, access roads, and event parking. Employees in this class are responsible for supervising activities pertaining to coordination of all shifts involved in operation of municipal off-street parking facilities. Work is performed under the supervision of the Parking Operations Manager. Work is reviewed through reports submitted, meetings, and results obtained.

Minimum Qualifications:

Bachelor's Degree in Business Administration with major coursework in management, accounting, or related field plus three (3) years experience in parking facilities operations, two (2) years of which must have been in a supervisory capacity; or an equivalent combination of education, training, and experience. Valid Florida Driver's License required. Must pass criminal background check and polygraph. Knowledge of traffic flow, related signage, and parking revenue control equipment desired.
 
Responsibilities

Organizes and coordinates the business activities of parking facilities personnel; delegates responsibilities to personnel or directs to appropriate department; ensures appropriate day and evening staffing as well as staffing for special events; assists in establishing and maintaining performance methods and standards and work schedules; and reviews work to ensure instructions are carried out.

Supervises and trains personnel in proper work methods, performance standards, and safety requirements; conducts interviews and performance appraisals; and recommends employment, salary increases, and disciplinary actions.

Reviews and verifies cashiers' reports through use of computers and manual review.

Reviews and inspects service provided by contract vendors for parking facilities equipment, supplies, and services; monitors contracts to ensure agreements are adhered to; orders and verifies supplies; maintains and tests equipment; and contacts vendors when service is required.

Performs analysis of current operational methods and develops revisions as technology, structure, or other changes dictate. Develops and disseminates operational procedures, policy reminders, and business correspondence to appropriate personnel.

Participates with Police and Traffic Engineering in the on-site management of traffic flow and safety at large scale parking events.

Participates in establishing internal operating procedures and contracts for parking facilities; performs studies to determine the demand and usage of parking facilities.

Participates in budget preparation; monitors budgeted expenditures; and prepares monthly and quarterly reports on Section's accomplishments.

Responds to customer complaints and/or inquiries; initiates corrective actions as necessary.

Oversees and coordinates parking and traffic for all events at the KIA Center, Camping World Stadium Shuttles, Dr. Phillips Center, and Downtown night economy as well as special events in the Downtown Orlando area.

Oversees supervisors within the Operations Section; provides support to staff with reference to hiring and discipline; and oversees program operations, operational budgets, and purchasing.

Participates in studies to review garage capacity, occupancy, and the need for additional parking facilities; analyzes data; and prepares written reports and recommendations.

Reviews and approves invoices for services and materials; authorizes payment of invoices; and follows up with vendors or staff on billing errors, delayed delivery, and damages.

Acts as a liaison between businesses or with various City departments in order to accomplish goals, initiatives, or projects pertaining to special events and off-street operations. May represent the Division on various committees, meetings, or functions.

Assists in the inspection or response to maintenance, enforcement, meters, or customer service problems that may occur during events or on weekends.

Oversees and approves tasks and permits related to special event (18A permit) parking operations.

KNOWLEDGE, SKILLS, AND ABILITIES:

Knowledge of parking facilities and traffic operations.

Knowledge of rules, regulations, and safety of traffic flow and parking alignment.

Knowledge of record keeping, cashiering, report writing, and computerized revenue control systems.

Skilled in the operation and use of personal computers and various software programs/applications.

Ability to coordinate activities and schedule employees.

Ability to handle multiple tasks simultaneously.

Ability to perform basic mathematical calculations with speed and accuracy.

Ability to analyze operational methods and recommend solutions.

Ability to communicate effectively, both orally and in writing.

Ability to work a flexible schedule including nights, weekends, and special events.

Ability to supervise and train personnel,Ability to establish and maintain effective working relationships with employees, municipal officials, and the general public.

Ability to stand and walk for long periods of time; to move quickly (by vehicle or running when access by vehicle is impossible); to respond to parking/traffic problems; and to work long hours under adverse weather conditions and in heavy traffic due to event parking.
