Job Description
 
Performs analytical, statistical, and technical work involving the analysis of crime data. Primary responsibilities include developing materials for the selection, assembly, and organization of significant crime data to permit analysis; researching, organizing, correlating, and analyzing crime data; and supervising the development and implementation of effective law enforcement programs to improve criminal apprehension and crime prevention. Serves as the supervisor of subordinate Crime Intelligence Analysts. Responsible for the hiring and training of new subordinate Crime Intelligence Analysts. Offers analytical/technical guidance to subordinate Crime Intelligence Analysts and establishes assignments for subordinate Crime Intelligence Analysts. Performs goals, evaluations, and discipline when appropriate of subordinate Crime Intelligence Analysts. Work is performed under the general supervision of the Crime Center Section Commander and is reviewed through discussions and reports submitted.

Minimum Qualifications:

Bachelor's Degree in Criminal Justice, Criminology, Sociology, Political Science, or related field and three (3) years of experience as an Analyst or Research Assistant, preferably in a criminal justice agency; or an equivalent combination of education, training, and experience. Must pass police background investigation which includes polygraph. Knowledge of statistical methods and computer software required. FDLE Florida Law Enforcement Analyst Training (FLEAT) certificate and/or FDLE Florida Law Enforcement Analyst Academy (FLEAA) certificate preferred.
 
Responsibilities

Performs and supervises the complex analytical studies of criminal activity data and workload/productivity data to provide management (Mayor, Commissioners, police operational management, and other City managers) with information to make deployment and resource allocation decisions and policies.

Develops, plans, tests, and coordinates implementation of new methods of analyzing, correlating, and presenting crime data; assists in the development of law enforcement programs to improve criminal apprehension and crime prevention.

Works closely with Technology Management Department to ensure accurate computer programming development and implementation. Troubleshoots software and hardware problems within the unit.

Fills in for other analysts in their absence by reviewing police reports to extract, assemble, and analyze crime data; perform temporal and spatial analysis, criminal profiling, determine crime patterns and trends, prepare special bulletins and reports, and provide operational research as needed.

Fills in for Crime Center Section Commander when needed.

Performs other related duties as assigned.


KNOWLEDGE, SKILLS AND ABILITIES:

Knowledge of criminological theories and practice, law enforcement administration, crime prevention practices, and the principles of and developments in crime analysis methods, techniques, and data sources.

Knowledge of Geographic Information Systems (GIS), spatial/temporal analysis, and ESRI mapping software.

Knowledge of computer operations, analysis, programming, and its applications to computerized criminal intelligence systems; various computer software and hardware.

Knowledge of research methodology, statistical applications and interpretations, and methods of presentation.

Ability to troubleshoot problems

Ability to design and test automated information systems and report programs

Ability to train others in operation of various software programs

Ability to extract and analyze criminal activity information, perform complex analytical studies, formulate valid conclusions, and develop recommendations based upon those studies

Ability to organize, communicate, and present clear, concise, and factual oral and written reports and recommendations, and knowledge of various visual presentation techniques

Ability to establish and maintain effective working relationships
