Job Description
 
Performs responsible administrative and professional work with responsibility for managing the operations of all City of Orlando-owned and operated parking facilities, surface lots, and access roads. Coordinates parking and traffic for all events at the Camping World Stadium and KIA Center as well as special events in the Downtown Orlando area. Recommends improvements and operational changes. Work is performed under the general direction of the Parking Division Chief. Work is reviewed through conferences, reports submitted, and results obtained.

Minimum Qualifications:

Bachelor's Degree in Business Administration or related field and four (4) or more years progressively responsible experience supervising a municipal or event-oriented parking operation; or an equivalent combination of education, training, and experience. Valid Florida Driver's License required. Must pass a criminal background investigation and polygraph.
 
Responsibilities

Plans and manages the operations of all municipal parking facilities, surface lots, access roads, parking enforcement operations, and customer service/parking violations unit; analyzes and evaluates existing facilities and parking zones; and implements improvements and operational changes.

Plans, manages, and directs management, supervisory, and all other staff in parking facility operations, event parking, traffic control, parking enforcement operations, and customer service/parking violations unit.

Prepares specifications and manages contracts for personnel services, security guards, revenue control, equipment, parking citation processing system, event services, on-street parking payments, and other various contracts associated with the parking facilities.

Develops programs, policies, and procedures for adequate management; implements service levels; improves methods; reviews trends; analyzes conditions; identifies problems; and makes adjustments.

Reviews trends and changes in parking requirements and makes recommendations to improve methods and systems.

Develops and administers the annual operating budget; establishes goals and objectives; reviews and authorizes expenditures; and prepares related reports.

Monitors and evaluates staff performance; maintains work records, time and attendance reports, and other records as required.

Reviews parking violations and appeals; makes recommendations for administrative dismissals; and/or makes recommendations for approving cases to be sent to court.

Reviews and responds to emails/inquiries sent to the Parking’s main inbox for parking arrangement/reservation requests, complaints, etc.

Monitors and keeps track of City’s special programs.

Coordinates the job posting, interviewing, and hiring process for job openings in different sections of Parking.

Conducts investigations for disciplining employees in coordination with the City's Labor Relations Section.

Reviews and approves bi-weekly payroll for all employees under parking violations, parking enforcement, and parking operations.

Reviews Parking's webpage to ensure information is updated; submits requests for changes to the City's communications team.

Reviews and approves invoices for Parking's contracted vendors; ensures all units have all tools needed to perform their duties; and orders supplies, tools, and equipment as needed.

KNOWLEDGE, SKILLS, AND ABILITIES:

Knowledge of City and state ordinances governing parking control and enforcement.

Knowledgeable in all aspects of a municipal parking system.

Knowledge of methods, practices, procedures, and equipment pertinent to on-street and off-street parking.

Knowledge of principles and practices of budget preparation and administration.

Knowledge of basic accounting principles and practices.

Skilled in the operation of personal computers.

Skilled in communications, both orally and in writing.

Ability to supervise, train, and evaluate the work of assigned personnel.

Ability to analyze administrative problems and make sound recommendations for improvement.

Ability to establish and maintain effective working relationships with officials, employees, and the general public.

Ability to walk for extended periods while overseeing parking for major events and inspecting parking facilities.
