Job Description

|
Performs professional, technical, and supervisory work in the development, production, presentation, and distribution of training, marketing, information, and publicity photographs, videotapes, and digital images of the City of Orlando. Incumbent meets with the City of Orlando and community officials to determine media needs and plans, and develops multi-media productions to include photographs, slideshows and videotapes, and computer graphics/digital image presentations. Responsibilities also include developing program's goal and objective statements and procuring and maintaining photographic, video, and digital imaging equipment. Incumbent is required to exercise imagination and initiative in performance of duties. Work is performed under the supervision of the Broadcast Operations Manager and is reviewed through observation of results obtained.
Minimum Qualifications:
Bachelor's Degree in Communications, Computer Arts, Visual Aids, or related field and two to three (2-3) years experience in promotional communication and one (1) year as a professional producer; or an equivalent combination of education, training, and experience. A valid Florida Driver's License is required. A background check which includes a polygraph may be required, depending on the area of assignment. As a special requirement, applicants must have a portfolio of documented experience.

Photographs and records individuals, scenes, and events for video and digital presentations,
publications, and other media forms using video cameras, 35mm cameras, digital imaging cameras, and audio recorders.
Writes, edits, proofs, and assembles video, and other multi-media productions according to internal and
external user requirements using video editors, cue programmers, and audio mixers.
Tracks inventory and stores files on Internet and Intranet technologies.
Converts file formats, scales, and edits digital images using layer and masking techniques.
Transmits digital images via Internet and Intranet to government and private requesters, and
commercial photo labs for use in presentations, brochures, marketing, and pre-press operations.
Creates, edits, and produces digital image presentations using production software, notebook PC, LCD
data projectors, and amplified audio mixer system.
Confers with department directors, City Officials, and community agencies to determine the scope and
requirements of city-wide multi-media programs including signature events, mayoral speeches,
broadcasts, media events, social media, and other digital outreach.
Edits photographs and video to be used on city platforms, including broadcast, social media, print, and news media.
Produces video and photography assets for publication in periodicals, television, social media, and news
media releases.
Maintains photography and audio equipment.
Ensures adequate supplies are available; maintains applicable records; requisitions materials and
supplies by researching vendors and commodity codes, finalizing orders, and forwarding required
paperwork to Accounting.
Engineers video, Red, Green, Bue (R.G.B.), and (Radio Frequency) R .F. broadcast systems in Council Chambers.
Interviews, trains, evaluates, and disciplines subordinate employees.
Performs related work to ensure the efficient production of audio/visual presentations.
KNOWLEDGE, SKILLS AND ABILITIES:
Thorough knowledge of modern methods, practices, equipment, materials, and techniques of black and white and color, indoor and outdoor, still and motion photography and film development, and audio/visual production.
Thorough knowledge of PC style computers, high resolution MPEG video capture, windows based digital imaging and editing software, SCSI interfaces, CD-R, WORM, and Magneto-optical technologies, film recorders, and film scanners, and media storage drives.
Skill in the operation, repair, and maintenance of a wide variety of audio/visual equipment including cameras, projectors, tape recorders, record players, and video recorders.
Ability to create, edit, manipulate, transform, and scale digital images for use in presentations, wireline transmissions, pre-press production, and inventory, storage and retrieval.
Ability to read and interpret electronic schematics.
Ability to supervise technical personnel and provide consultation on technical media matters.
Ability to perform duties under sometimes adverse conditions such as extreme heights, confined areas, extreme weather conditions, at construction sites, etc.
Ability to climb, bend, stoop, and lift equipment up to 40 lbs.
Ability to establish and maintain effective working relationships with other employees, City officials, and the general public, and to communicate effectively both orally and in writing.
Ability to keep accurate records and prepare periodic reports.
