|
Performs managerial and technical activities that involve planning, coordination, and directing supervisors in the maintenance and repair of approximately 2,800 pieces of City of Orlando-owned vehicles and equipment. Provides oversight of maintenance programs and practices regarding light vehicles and heavy equipment; provides statistical data and analysis on repairs and service of vehicles in an efficient manner; assists leadership with management of operations; and participates in the hiring of new employees, promotions, and disciplinary matters when necessary. Establishes and monitors the network of local repair vendors utilized for services to ensure the most cost-effective means of repair and servicing. Provides daily guidance and support to direct reports. Work is performed under the direct supervision of the Fleet Manager. Work is reviewed for compliance with City policies, procedures, and established vehicle maintenance-related standards through discussions and results obtained.
Minimum Qualifications:
Associate's Degree with coursework in Business or Public Administration and four (4) years experience in maintenance and repair of multi-operational fleet, equipment, and alternative fuels, to include (2) years of administrative and supervisory experience; or an equivalent combination of education, training, and experience. Valid Florida Driver's License required. Certified Automotive Fleet Specialist (CAFS) or equivalent certification must be completed within (2) years of employment. Bachelor’s Degree in Business Administration, Public Administration, or related field highly desired. ASE Certification(s) desired.

Assists with supervision of automotive supervisors in the day-to-day operations of Fleet Management, monitors technician productivity, and provides/monitors training opportunities as needed.
Oversees and assists with motor pool and automotive body repair operations.
Assists with the development and implementation of the preventive maintenance program as well as other service-related repairs for all types of vehicles/equipment.
Participates in budget preparation utilizing knowledge of operational costs of vehicles and past history for parts, labor, fuel, and other items; monitors expenditures and identifies opportunities for cost savings; and ensures compliance with budgetary constraints while maintaining service quality.
Oversees and investigates repair work orders for completeness, accuracy of labor times, monetary charges, and issued parts.
Analyzes, maintains, and monitors City-owned electronic telematics systems and other implemented technologies.
Directs and oversees all aspects of the Fleet Maintenance Department; coordinates and schedules maintenance activities for City-owned vehicles and equipment; and ensures compliance with safety regulations and departmental policies.
Conducts regular inspections of vehicles and equipment to identify maintenance needs; diagnoses mechanical, electrical, and other issues affecting fleet performance; and prioritizes repairs based on urgency and impact on operations.
Develops and implements a preventive maintenance program for the Fleet; schedules routine maintenance tasks such as oil changes, tire rotations, and tune-ups; and monitors adherence to the maintenance schedule and adjusts as necessary.
Manages inventory of spare parts, fluids, and supplies for vehicle repairs; coordinates procurement of parts and materials as needed; tracks usage; and ensures adequate stock levels to minimize downtime.
Maintains accurate documentation of maintenance activities, including work orders, inspections, and repairs; ensures compliance with recordkeeping requirements and internal policies; and facilitates access to maintenance records for audits or inquiries.
Establishes key performance indicators (KPIs) for the Maintenance Department; monitors departmental performance against KPIs and other benchmarks; and prepares regular reports for management on maintenance activities and performance.
Evaluates and selects external vendors for specialized repairs or services; negotiates contracts and service agreements with vendors; monitors vendor performance; and ensures compliance with contractual obligations.
Identifies opportunities for equipment upgrades or replacements to improve efficiency and performance; collaborates with other departments to assess needs and prioritize upgrades; and manages procurement and implementation of upgrades within budgetary constraints.
Ensures compliance with all relevant federal, state, and local regulations about fleet maintenance and operations; stays informed about industry standards and best practices; and implements measures to address any compliance issues or concerns.
Develops contingency plans for responding to emergencies or unexpected breakdowns; coordinates with other departments to ensure timely response and resolution of maintenance issues; and maintains emergency contact information and procedures for after-hours support
Maintains accurate records of vehicle maintenance history, repairs, and costs; analyzes data to identify trends, patterns, and opportunities for improvement; and uses data insights to optimize maintenance schedules and resource allocation.
Provides leadership and direction to maintenance staff, fostering a positive work environment; encourages teamwork and collaboration among team members; and supports cross-training initiatives to build a versatile and skilled workforce.
Leads continuous improvement efforts to enhance the efficiency and effectiveness of maintenance operations; solicits feedback from staff and stakeholders to identify areas for improvement; implements process improvements; and monitors outcomes.
Tracks and manages the City's fleet assets, including vehicles, equipment, and tools; develops strategies for asset lifecycle management, including replacement planning; optimizes asset utilization; and minimizes downtime through effective management practices.
