|
Performs professional, supervisory, and creative/technical project management work applying skills for internal/external customers in television programming, communications, video system design, and advanced data processing techniques to televise City Council meetings. Work involves managing not only the day-to-day operations of the multi-image team to generate quality, innovative, and creative productions that support
all City departments but also the day-to-day operations of the broadcast facility to create quality productions of City Council meetings. Work is performed under the general supervision of the Communications Manager and reviewed for quality of service and results achieved.
Minimum Qualifications:
Bachelor's Degree in Communications, Television Production, Journalism, or related field and five (5) years experience in broadcast production, videographing, or engineering, to include supervisory experience; or an equivalent combination of education, training, and experience. Valid Florida Driver’s License required.

Is responsible for the administration of activities for the bi-monthly television broadcast of the City Council meetings on the Government Access Channel.
Analyzes production and programming requirements; develops and recommends solutions and schedules. Based upon analysis, assigns and supervises freelance/productions staff for broadcast, print publishing projects, and presentations; coordinates with Orange TV; develops a master edit list for outside edit vendor; and ensures compliance to procedures and guidelines.
Produces programs an executive level for broadcast and internal projects, including all phases of production; administers, coordinates, and provides technical or content support; and ensures utilization of the right communication tools for producing quality results.
Oversees and analyzes the video production facilities, resources, and budget authorizations.
Develops and coordinates media broadcasts and productions of the Mayor’s to communicate City services to the mass audience, including scripting, editing, scheduling, and producing broadcast communications in accordance with goals set forth by the Department Director.
Coordinate with public information (ESF 14) during a disaster situation at the Emergency Operations Center in conjunction with City Video Production needs.
Oversees broadcasting of monthly City Council meetings, press events, and large-scale annual productions such as the Mayor’s State of Downtown and State of the City Address.
Is responsible for equipment acquisition and service contact budgets; supervises outside vendors.
Provides technical guidance to media and event teams to determine event logistics including podium placement, lighting needs, audio system needs, streaming capabilities, and rental needs and supervises the installation and rental crew.
Is responsible for overseeing the photo and video archive, ensuring it adheres to Florida Sunshine Law for public records.
Manages the multimedia team's budget including overseeing all equipment and purchasing of new equipment as needed.
Is responsible for inventory control of extensive and expensive catalogue of audiovisual equipment.
Works within a larger team to provide technical and creative direction for events and content creation for communications platforms.
Works to set up and record press conferences as well as works in the field to collect visual content used in communications to residents and businesses during a crisis.
Performs other duties as assigned.
KNOWLEDGE, SKILLS, AND ABILITIES:
Considerable knowledge of communications and broadcast production principles, practices, and methods of broadcast facility and graphic operations for a televised government access broadcast.
Knowledge of audio and video production equipment.
Knowledge of live and taped programming formats.
Extensive knowledge of video production, script writing, and story board techniques.
Knowledge of government and community standards for acceptable broadcast material and ability to judge appropriateness of material.
Knowledge of statutes, guidelines, and regulations that relate to government access on a cable system.
Skilled in providing leadership, team building, broadcast engineering, and production facility development.
Skilled in the operation of cameras and video equipment and in shooting/editing video materials.
Skilled in the use of computers and automated formats, field production, and editing.
Ability to produce and broadcast professional quality live, videotaped, and scrolling text productions.
Ability to find and use outside resources to enhance operation goals.
Ability to communicate effectively, both orally and in writing.
Ability to establish and maintain effective working relationships with elected officials, various departments within the City, cable television representatives, and the general public.
Ability to work well under pressure, tight deadlines, and effectively interpret complex information to achieve results within budget and resources.
