|
Performs administrative and supervisory work overseeing multiple levels of complexes and programs within the Families, Parks and Recreation Department. An employee assigned to this position directs, organizes, oversees, coordinates, and evaluates a variety of recreation, leisure, and community services programs and events. Duties include assisting in the development and implementation of district goals, objectives, policies, procedures, District budget, and payroll. Selects, assigns, instructs, manages, and evaluates permanent, permanent part-time, seasonal staff, and volunteers; consults and advises staff regarding the efficiency and effectiveness of programs; and recommends personnel action. This employee acts as a liaison between Section management and complex managers. Builds community relations with the general public, and other City employees. Also conducts inspections of buildings, grounds, and equipment for cleanliness and safety in accordance with City, state, and federal health codes. This position is distinguished from a Recreation Center Manager in that the latter has Section-wide duties and responsibilities and/or multiple district level management.
Minimum Qualifications:
Bachelor’s Degree in Recreation, Leisure Services, Physical Education, or related field with four (4) years of professional-level experience in an organized recreational setting; six (6) months of which must have been in a management capacity; or an equivalent combination of education, training, and experience. Valid Florida Driver's License required. Certification in CPR and First Aid within first six (6) months of hire required. Florida Recreation and Parks Association and/or National Recreation and Parks Association professional certification desired.

Responsibilities

Oversees and evaluates scheduled recreational programs of multiple level complexes including rentals, contractual classes, registrations, memberships, special events, and tangible purchases.
Prepares and reviews periodic reports for accuracy within a timely manner.
Recommends and monitors the District’s goals and objectives documented in employee’s evaluation for completion.
Reviews existing policies and procedures; suggests new methods of accomplishing procedures and task; organizes District team meetings; and ensures staff is consistent and compliant performing duties.
Prepares and monitors District budget; incorporates revenue projections and expenditure; approves payroll to ensure conformance with approved District budget; and collaborates with Finance and Budgeting Departments to develop and manage budgets for recreation operations, ensuring that financial resources are allocated effectively and responsibly.
Participates in recruiting, interviewing, evaluating, and in professional development of permanent staff, permanent part-time, and seasonal staff. Advises Section staff; recommends employee promotions, transfers, and/or disciplinary action.
Contributes to the overall operations of recreation; participates as an active member of a work team; serves on other divisional and departmental committees; and hosts advisory council meetings within the Section.
Conducts surveys to identify the needs of patrons and community groups; develops recreational/social programming and special events to meet District needs; and advises Section staff on community needs.
Oversees all contract agreements related to recreation facilities, services, and programs, ensuring compliance with District policies and legal requirements.
Negotiates and maintains MOUs with external partners, such as community organizations and other local agencies; facilitates collaboration within the District’s community centers.
Serves as the primary liaison between the Recreation District and the Legal Department, providing guidance on legal matters, reviewing contracts and agreements for legal compliance, and representing the District in legal proceedings when necessary. Collaborates with the Legal Department to identify and mitigate legal risks associated with recreation operations, including liability issues, safety concerns, and regulatory compliance.
Monitors compliance with District policies, contractual agreements, and regulatory requirements; conducts regular audits and assessments to ensure adherence to standards. Resolves disputes and conflicts arising from contract disagreements, policy violations, or other issues within the Recreation District, employing effective negotiation and mediation techniques.
Provides training and professional development opportunities for staff members to enhance their understanding of contract management, legal compliance, and risk mitigation strategies.
Engages with community stakeholders to gather input, address concerns, and promote transparency in the management of recreation facilities and programs.
Performs other duties as assigned.
KNOWLEDGE, SKILLS, AND ABILITIES:
Knowledge of principles and practices of planning, developing, and promoting recreational/community service programs and facilities.
Knowledge of principles and practices of public administration,Knowledge of:
the rules, regulations, and ordinances; principles of budget and fiscal management; financial record keeping practices; and basic budgetary administration practices and terminology.
Knowledge of principles and practices of personnel management, employee supervision including selection, work planning, organization, performance review and evaluation, employee professional growth, and discipline.
Knowledge of techniques for dealing with a variety of individuals from various socioeconomic, ethnic, and cultural backgrounds.
Ability to establish and maintain effective audiovisual discrimination and perception needed for making observations,Ability to communicate concisely, both orally and in writing.
Ability to drive a personal vehicle in the performance of work.
