Job Description
 
PARKS: Performs technical and paraprofessional work to support Forestry and Maintenance operations for the Families, Parks, and Recreation Department. Responsible for maintaining the accuracy and integrity of tree and hardscape inventory database system; coordinating and tracking the maintenance of over 90,000 trees in street right of ways and parks; and hardscape inventory control including park benches, water fountains and other department assets. Ensures estimates of project costs and provides technical support to citizens in the use of City website to request tree trimming and inspections. Work is performed under the general supervision of the Parks Assistant Division Manager and performance is reviewed while in progress and upon completion through direct observation.

STREETS & STORMWATER: Performs technical and paraprofessional work to support Streets & Stormwater operations for the Public Works Department. Responsible for maintaining the accuracy and integrity of sidewalk, brick street and stormwater inventory database system, coordinating and tracking the maintenance/repair of over 1,100 miles of sidewalk; and stormwater-related inventory control including storm drain pipes, culverts, inlets, and other division assets. Ensures collection of data accuracy for inputting in database and provides technical support to employees utilizing the Work Order system. Also processes invoices related to costs for items used to perform maintenance of the division’s inventory. Work is performed under the general supervision of the Division Fiscal Manager and performance is periodically reviewed while in progress and upon completion through direct observation.

SOLID WASTE: Performs technical and administrative work related to the retention and transfer of information between management, administrative and operational staff. Responsible for quality control and data entry, to include Solid Waste operations data, vehicle readiness and inspection reports as well as customer service requests. Also works with project managers to develop reports and summarize progress for Solid Waste leadership. Work is performed under the supervision of the Solid Waste Operations Manager and is reviewed through discussions, reports submitted, and results achieved.

Minimum Qualifications:

PARKS: Associate's Degree in Landscape, Horticulture, or Computer Technology with coursework in data processing, statistics, horticulture, or business communications, and one (1) year of experience in related field with responsibility for collecting, organizing, and maintaining technical data for tree or facility inventory management and the use of inventory specific program software; or High School Diploma/G.E.D. Certificate and three (3) years experience in related field with responsibility for collecting, organizing, and maintaining technical data, at least one (1) year of which must include tree or facility inventory management and the use of inventory specific program software; or an equivalent combination of education, training, and experience. A valid Florida Driver's License is required.

STREETS & STORMWATER: Associate's Degree in Business, Accounting, or related field and one (1) year of experience collecting, organizing, and maintaining technical data or the use of work order specific program software required; or an equivalent combination of education, training, and experience. A valid Florida Driver's License is required. Familiarity with Workday financial software desired.

SOLID WASTE: High School Diploma/G.E.D. Certificate and three (3) years experience in solid waste administration/operations, asset management and/or tracking and reporting on business processes. Proficiency in working with business process software such as Microsoft Office Suite, routing software and online work-order systems required. A valid Florida Driver's License is required.
 
Responsibilities

PARKS:
Maintains inventory log of all trees and hardscape in street right-of-way and Parks within City of Orlando.

Maintains tree management system by researching and resolving problems; maintaining system integrity and security.

Analyze data of internal tree inventories and review tree inventories conducted by contractors. Records the GPS and specie data in the City’s database.

Review Tree Canopy Surveys using iTree application on an annual basis for errors.

Verifies results by completing review of daily reports from Forestry Manager and Field
Supervisors.

Verifies results by completing review of daily reports from Maintenance Manager, Contract Administrator and Field Supervisors.

Provides technical support to citizens in the use of City website to request tree trimming and inspections, provides written reference and documentation.

Maintains quality service by establishing and enforcing organization standards.

Develops and maintains an inventory of hardscape assets as directed by supervisor.

Identifies project requirements by researching operations; documents project scope and results.

Coordinates with other City Divisions and outside agencies as needed to implement recommended changes.

Utilizes computer graphics, programs to develop forms, presentations and completes special project and develops reports as needed.

Develops project estimates by identifying phases and elements, personnel requirements, and costs.

Review data provided through the tree inventory, facilities inventory, maintenance logs and other Parks Databases as necessary. 

Provide reports and recommendations to the Parks Assistant Division Manager for efficient monitoring, maintenance and management of those assets. 

Provide a method of prioritizing needs and resources for evaluation by Assistant Division Manager for application of those resources. 

Maintains professional and technical knowledge by attending educational workshops; reviewing professional publications; establishing personal networks; bench marking state of-the-art practices; participating in professional societies.

Contributes to team effort by accomplishing related results as needed.

Performs other related duties as assigned.

Reviews daily timesheets to ensure accurate information is captured for inputting in database.

Verifies results by completing review of daily reports from field crews and Field Supervisors.

Verifies results by completing review of daily reports from GIS Programmer.

Processes invoices related to costs of maintenance of sidewalk and stormwater inventory to ensure accurate billing and coding.

Provides technical support to employees in the use of Work Order system via electronic devices.

Maintains quality service by establishing and enforcing organization standards.

Develops and maintains an inventory of streets & stormwater assets as directed by supervisor.

Coordinates with GIS Programmer and staff as needed to implement recommended changes.

Utilizes computer graphics, programs to develop reports and completes special projects as needed.

Reviews data provided through the sidewalk inventory, stormwater inventory, daily work logs and other Streets & Stormwater Databases, as necessary.

Provides reports and recommendations to the Streets & Stormwater Division Manager for efficient monitoring, maintenance, and management of those assets.

Provides a method of prioritizing needs and resources for evaluation by Division Manager for application of those resources.

SOLID WASTE:
Performs route check-in process, which includes collection, filing and communicating driver post-inspection forms, disposal tickets, and vehicle turn-in forms.
 
Coordinates and compiles customer requests daily through multiple different digital reporting portals and determines the most efficient collection solutions for each request.
 
Assigns ad hoc stops to designated routes covering several solid waste collection services, including both commercial and residential.
 
Provides experienced-informed recommendations to operations team.
 
Records and transmits customer requests and concerns to drivers and supervisors in the field, as well as relaying information throughout several different city divisions; such as, Fleet, Parks, Streets and others.
 
Tracks customer requests through internal workflow, to include service confirmation; while maintaining and recording priorities/reminders through the update of solid waste “Hot-sheets”.
 
Analyzes information fed from the field by remote sensing and automation in-order to develop solutions to varied identified trends.
 
Trains staff on administrative and operational workflow on new or existing technology or pilot projects related to ad hoc routing and digital record keeping and service confirmation.
 
Performs first line of emergency communication, including accident reporting, environmental spills, and equipment failure. This excludes 911 calls.
 
Performs other related duties as assigned.

Parks:
Knowledge of state and federal guidelines that govern Forestry work and related disciplines.

Knowledge of International Society of Arboriculture Standards, Zl33.1 and A300

Knowledge of terminology and application of Forestry equipment, phasing and timing.
