|
Plans, organizes, and supervises assigned staff, activities, and resources including land, water, facilities, and related resources at Lake Eola. Provides for outdoor leisure time activities and events while protecting, conserving, and enhancing the aesthetic quality of the physical environment and ensuring safety of visitors. Lake Eola Park includes approximately 48 acres of park and facilities along with an amphitheater with 1,000 seats.
Minimum Qualifications:
Bachelor's Degree in Recreation, Behavioral Sciences, Environmental Studies, Horticulture, or related field and three (3) years experience planning and developing outdoor recreational activities, leisure programs, park planning, or related field, including one (1) year of supervisory or leadership experience; or an equivalent combination of related education, training, and experience. Valid Florida Driver's License required. Must pass a criminal background check and polygraph.

Plans, coordinates, implements, and promotes park activities and events; develops related standards and methods; and evaluates need for new or expanded outdoor recreation resources to meet present and future needs of community.
Provides oversight to the assigned staff who work at the park; the park is open 7 days a week, from sunrise to midnight. Plans, organizes, assigns works, and supervises activities and staff including park services specialist, sound and light technicians for amphitheater, and various contractors; interprets policies, procedures, and regulations; provides training; and evaluates performance; and approves leave and weekly payroll.
Oversees staff handling on-going violations of City codes or other challenges at the park such as First Amendment protests and homeless encampments. Ensures policies, procedures, park rules, and safety regulations are enforced appropriately; responds to citizen complaints or inquiries; and initiates corrective action as needed.
Negotiates and administers contracts; participates in fundraising, grants application or administration, and other financing projects; participates in the development and administration of operating budget; oversees expenses and revenue collection; and prepares documents and reports as required.
Reviews daily park inspection reports; ensures maintenance and/or repairs are done; ensures facilities are clean, fees paid, and other user requirements met; and takes appropriate action as necessary when there is vandalism or other damage to facility.
Prepares various documents and reports regarding activities, facility usage, and revenues collected; performs various other duties as needed to facilitate the accomplishment of program goals; and keeps management apprised of unusual situations and results of actions taken.
Communicates with regulatory agencies and departments; facilitates the regulatory approval process for products and services (FWC, Animal Control, Risk Management).
Serves as a primary liaison between the park and external stakeholders, including local government officials, elected officials, community organizations, and advocacy groups. Facilitates community engagement, stakeholder meetings, and collaborative decision-making processes.
Manages Lake Eola Park, the City's signature downtown park. The park hosts major Citywide events, such as the July 4th fireworks show and the downtown farmer's market; serves as the hub of major parades, 5K runs, and fundraising events. The park is booked with events every weekend.
Manages the home to one of the few "Swans of the World" habitat for swans who live there.
Is sensitive to significant media attention to anything taking place at the park; takes care to maintain a positive image for the City.
Performs other duties as assigned.
KNOWLEDGE, SKILLS, AND ABILITIES:
Knowledge of management principles and supervisory practices, personnel management, planning, organizing, resource allocation, motivation, and leadership techniques.
Extensive knowledge of planning and programming techniques for providing and coordinating outdoor recreation and leisure activities and events.
Knowledge of Florida flora, fauna, wildlife, and habitat requirements and ecological relationships with sensitivity to limitations and treatment needs for maintaining quality.
Knowledge of techniques used to conduct community surveys, analyze results, and determine benefit and cost of recreation activities or events.
Skilled in oral and written communications, including presentations.
Ability to use a personal computer including word processing and spreadsheets.
Ability to organize, prioritize, plan work effectively, and make good decisions.
Ability to establish and maintain effective working relationships with managers, staff, representatives of local business and social organizations, and the public.
