Job Description

|
Manages Bill Frederick Park, a major City park offering traditional park services and recreational activities such as fishing, camping, disc golf courses, nature trails, a children’s farm, and boarding stables. Plans, organizes, and supervises assigned staff, activities, and resources, including land, water, facilities, and related resources at Bill Frederick Park. The Manager provides for outdoor leisure time activities and events while protecting, conserving, and enhancing the aesthetic quality of the physical environment and ensuring the safety of visitors. Bill Frederick Park includes approximately 183 acres of parkland alongside Turkey Lake. The park has multiple facilities with diverse amenities. The Park Manager assures visitors have quality experiences without compromising the Park’s natural environment. Work is performed under the general direction of the Program Manager and is evaluated through reports, meetings, review of programs, and results achieved. Requires excellent health and stamina due to the physical nature of the job.
Minimum Qualifications:
Bachelor’s Degree in Parks, Recreation, or Leisure Services (other disciplines qualify when supplemented with additional park and recreation experience) and four (4) years park experience, including three (3) years in a supervisory capacity; or an equivalent combination of education, training, and experience. Valid Florida Driver's License required. Must pass police background investigation including polygraph.

Plans, develops and manages comprehensive Park and Natural Resource programs, services, and events at Bill Frederick Park.
Oversees the day-to-day operations of the park including the educational programming, overnight campsites, fishing program, children’s farm, and other park services. Includes the hiring and onboarding of staff.
Ensures appropriate grounds maintenance; sets goals and objectives; updates policies and procedures; identifies and resolves issues.
Supervises professional, technical, and maintenance staff; selects, assigns, trains and evaluates staff; ensures safety procedures are followed; evaluates performance and handles disciplinary issues.
Administers, prepares, and justifies budget; approves expenditures within budget limitations by focusing on goals and prioritizing within increasingly limited resources.
The Park Manager responds to customer complaints and initiates corrective action as necessary; oversees revenue collection; controls expenses, reviews expenditures and related financial activities such as bank deposits, accounting and financial reporting, maintains accurate up-to-date records; prepares correspondence and promotional material, negotiates rental agreements, vendor services, and other contracts; monitors services; organizes and promotes special events with groups and individuals; ensures events are planned and organized professionally and in accordance with agreement, rules and regulations; ensures customer satisfaction.
The Manager represents the City of Orlando at meetings and public events at various sites; promotes parks services and facilities; meets with representatives of various organization to plan and schedule events such as company picnics, high school crew regatta’s, family reunions religious ceremonies, weddings, and education programs.
Coordinates events to ensure compliance with City and park policies.
Performs other duties as assigned.
KNOWLEDGE, SKILLS, AND ABILITIES:
Knowledge of management and supervisory principles and practices.
Knowledge of park and recreation operations including event planning and organization.
Knowledge of grounds maintenance and facility management.
Knowledge of applicable government regulations, accessibility, safety and security.
Knowledge of Florida flora, fauna, wildlife, and habitat requirements and ecological relationships with sensitivity to limitations and treatment needs for maintaining quality.
Knowledge of diverse facility, and animal care.
Excellent communication skills, both written and verbal.
Excellent interpersonal and public relationship skills.
Customer service skills including assessing needs, meeting quality standards for services to customers, and evaluating customer satisfaction.
Ability to accurately perform basic business math and accounting calculations.
Ability to identify problems, analyze, and resolves issues, and use good judgment.
Ability to establish and maintain effective work relationships with managers, City staff, multiple outside organizations, and the public, as well as manage the on-site caretaker.
