|
Performs administrative and professional work overseeing the Green-Up Program and management of the Department's Grounds Maintenance and Horticulture operations. An incumbent assigned to this position plans, implements, and directs program activities including: preparing and administering budget; collecting revenue collection and processing accounts payable; securing outside funding and personnel; analyzing and designing new landscape projects that improve public green spaces; managing and training Section personnel and volunteers; and specifying materials and equipment needs. Plans, directs, and coordinates all activities to ensure the program supports City of Orlando goals and objectives with a focus on sustainability. Work is performed under the direct supervision of the Assistant Division Manager for Environmental Management and is reviewed through reports, conferences, and results achieved. Minimum Qualifications: Bachelor's Degree in Horticulture, Landscape Architecture, Natural Resource Management, or a related field, plus two (2) years of experience in landscape design or similar work, which includes two (2) years of supervisory experience; or an equivalent combination of education and experience. Valid Florida Driver's License required.

Plans and develops public relations and communication strategies to obtain corporate sponsorships and citizen support for Green-Up Program; develops brochures and publicity material; prepares news releases and audio-visual productions; makes presentations at civic organizations, such as homeowner associations or special events, such as Earth Day; plans and coordinates social functions; implements fundraising strategies; and contacts potential contributors to persuade them to make contributions. Promotes conservation of Natural Resources through limiting water use and pesticides.
Designs landscape projects; prepares proposals and specifications; reviews landscape plans and specifications to ensure they meet needs and comply with industry standards and government regulations; ensures license or certification requirements are met; prepares contracts and negotiates changes; inspects work in progress and upon completion; and approves payment.
Prepares and coordinates grant applications; coordinates and implements grant programs; manages grant; ensures compliance with grant requirements and documentation; completes financial and programmatic reports as required by funding federal or state agencies; and maintains contact with agency representatives involved with grants.
Ensures Green Up and Volunteer Coordinators are advised of projects in the development of program efforts; schedules and notifies participants of pertinent meetings; prepares, writes, and assists with policy development; and provides other staff support.
Performs various administrative duties including preparing reports, maintaining budget, and tracking expenses; ensures vehicles, equipment, nursery supplies, and other resources are available as necessary; attends meetings and workshops; stays abreast of new developments; and advises management on issues and new trends.
Consults with public officials and municipal management personnel.
Follows the City’s vision and helps transform Orlando into one of the most environmentally-friendly communities in the nation by helping to implement the goals outlined by the City of Orlando Office of Sustainability.
Participates in planting work which requires physical stamina and strength; works outdoors on unleveled ground; may encounter insects, snakes, chemicals, and inclement weather; lifts heavy objects weighting up to 50 pounds; may operate a fork lift, dump truck, and other equipment; and operates a pickup truck.
Reviews blueprints and plans, organizes and schedules work for skilled, unskilled, and supervisory personnel engaged in horticultural activities; coordinates activities with other sections within the Division, other departments, contractors, and nurseries for efficient project completion; inspects projects to prepare work assignments, small projects, and work schedules to ensure proper standards and safety rules are being met.
Designs and writes specifications for various contracts utilized by Parks and Horticulture; oversees contracts related to horticulture (chemical, interiors, plans, trees, and so on).
Maintains inventory records of equipment, materials, and supplies; monitors expenditure accounts; and purchases necessary replacements as needed according to Purchasing procedures.
Prepares and administers Section budget; recommends goals, objectives, equipment, material, and personnel.
Interviews applicants for vacant non-exempt positions; recommends selections and promotions. Establishes and provides employees with safety awareness and technical training; counsels employees as needed to resolve problems. Administers disciplinary actions according to City policies, procedures, and union contracts; and investigates and responds to grievances filed against Section.
Responds to citizen complaints/inquiries and initiates correction action as needed; keeps Division Manager apprised of complaints/inquiries and action taken.
Assists in the preparation of requests for proposals for distribution to vendors; provides responses to bids, proposals, and contract negotiations; analyzes all requirements and provisions in contracts, including terms and conditions, to ensure compliance with all laws and regulations and City policies and procedures; and ensures that contracts are executed in accordance with City standards for quality and timeliness.
Researches and suggests suitable plans and materials for design utilizing current land features, irrigation systems, and buildings; troubleshoots irrigations problems; and supervises and coordinates activities of workers engaged in irrigating turf, trees, and shrubs.
Monitors KRONOS payroll, makes necessary changes, and approves payroll for program(s).
Consults other City departments including the Fire Department, Real Estate, and others regarding grounds maintenance.
Attends citizen meetings to share information about the Department’s work duties; recruits citizen volunteers to work performing various duties to reduce the City’s workload and to involve the community.
Investigates accidents/injuries involving employees and prepares written report of findings for submission to the Risk Management Office.
Performs other duties as assigned.
KNOWLEDGE, SKILLS, AND ABILITIES:
Knowledge of the principles and practices of horticulture and landscape architecture as applied to landscape designs, plans, and specifications as well as make cost estimates.
Knowledge of plant pathology and treatment as well as tropical and subtropical plant maintenance.

Knowledge of principles and practices of financial and operational activities.

Knowledge of plant materials and design that incorporates water conservation and/or pollinator species that limit environmental impact.

Ability to work outdoors in various conditions on unleveled ground with possible encounters with animals, insects, snakes, and inclement weather.
Ability to operate tools such as sod cutter, front-end loader, shovels, wheel barrel, etc.
Ability to lift up to 50 pounds and push or pull up to 75 pounds.
Ability to drive a pickup truck with trailer and/or front-end loader.
