Job Description
|
|
Performs professional, technical, administrative, and supervisory work. Performs pre-award and post-award functions for a variety of contracts for construction services and professional services. Prepares requests for proposals (RFPs), requests for qualifications (RFQs), and invitations for bids (IFBs). Assists in the preparation of requests for proposals for distribution to vendors. Provides responses to bids, proposals, and contract negotiations. Analyzes all requirements and provisions in contracts, including terms and conditions, to ensure compliance with all laws, regulations, City of Orlando policies, and procedures. Ensures that contracts are executed in accordance with City standards for quality and timeliness through weekly, monthly, quarterly, and annual inspections. Supervises assigned staff. Work is performed under the general supervision of the Parks Assistant Division Manager. Work is reviewed through conferences, reports, and results obtained.
Minimum Qualifications:
Bachelor's Degree in Parks, Business Administration, Public Administration, or related field and two (2) years experience in managing or supervising landscape maintenance, high production mowing operations, and/or commercial irrigation system operation/maintenance plus one (1) year experience in contract administration and coordination; or an equivalent combination of education, training, and experience. Valid Florida Driver's License required.

Responsibilities
|
|
EXAMPLES OF WORK PERFORMED:

Coordinates all ground maintenance, mowing and irrigation system maintenance/operation, and litter removal done by contractors and/ or Florida Department of Corrections inmate crew on rights of way, parks, canals, drainage ditches, retention ponds, and bike paths.
Inspects all completed work on rights of way and/or parks.
Reviews and submits all invoices from contractors for payment.
Writes specifications for landscape maintenance, mowing, litter removal, and irrigation system operation/maintenance contracts.
Maintains records, monitors expenditure accounts, and purchases equipment and supplies.
Is responsible for ensuring all contractors comply with all safety rules and traffic control procedures.
Logs information (such as park inspections and locations of benches/tables, water fountains, and other hardscapes); produces vandalism reports; and generates facilities reports.
Assists with creating annual budget for programs using Excel spreadsheets.
Assists with training for management and staff.
Assists with scheduling safety training for Division.
Oversees the schedule for tree removals and tree trimming.
Conducts references checks from other districts.
Works with various other departments to complete requested tasks/goals such as contract solicitations; handles multiple projects ongoing at any given time and organizes efforts to complete each; and holds/updates knowledge of required processes in order to complete the various requirements.
Performs other duties as assigned.
KNOWLEDGE, SKILLS, AND ABILITIES:
Knowledge of proper landscaped maintenance, high production mowing, commercial irrigation systems operations/maintenance techniques.
Knowledge of City Code & Parks 18A City Code.
Knowledge of the proper application of herbicides for control of weeds in turf and landscape beds.
Knowledge of the proper application of herbicides for the control of aquatic plants in canals, drainage ditches, retention ponds and lakes.
Knowledge of insects, parasites, disease and other infestations that can affect plants, trees and turf.
Knowledge of the proper application of insecticides, fungicides, and fertilizers.
Knowledge of Florida Department of Corrections’ inmate crew procedures and regulations.
Knowledge of commercial irrigation system operation and maintenance.
Knowledge of landscape maintenance and high production mowing, irrigation system operation and maintenance safety rules and regulations.
Knowledge of proper landscape maintenance and high production mowing traffic control procedures.
Knowledge of environmental rules and regulations for landscape maintenance and mowing operations, irrigation system operation and maintenance.
Ability to coordinate the work of others.
Ability to use a computer, and Word and Excel softwareAbility to write contract specifications.
Ability to communicate verbally and in writing with staff, contractors, the public, outside agencies, and other City departments.
Ability to read and understand landscape plans and irrigation system plans, blue prints and manualsAbility to walk several miles a day on uneven surfaces exposed to heat, cold, rain, insects, noise and chemicals.
Must be able to bend, stoop, climb, push, pull, reach overhead, and lift up to 50 lbs+
