Job Description

|
Performs managerial and administrative duties to facilitate and coordinate a wide variety of events at parks throughout the City of Orlando. In addition, manages the City’s Park Ranger Program, managing/deploying staff to parks throughout the City to ensure citizen safety, address/prevent problems during events, and identify/report park maintenance/management issues. Primary duties include developing and administering fee estimates and charges related to the rental of City facilities; establishing performance measures, monitoring the collection of attendance data, revenues, and expenses related to events at City parks and operation of the City’s Park Ranger Program, coordinating with promotors and the City’s Special Events Division to ensure that events at the City’s signature parks and other areas are implemented safely and successfully. Managing the City’s Park Ranger Program, including hiring, training, supervising, and evaluating staff who engage with park guests, answering questions, offering information on park amenities and upcoming events, assisting with special events and fostering positive interactions between the public and the Families, Parks and Recreation Department. This position reports to the Assistant Division Manager of the Parks and Recreation Division.
Minimum Qualifications: Bachelor's Degree in Public Relations/Marketing, Event Management, Facility Management, Business Management, Hospitality Management, or related field with four (4) or more years experience developing and/or implementing small and large-scale events in outdoor venues, three (3) years of which must have been in a supervisory capacity; or an equivalent combination of education, training, and experience. Valid Driver's License required.

Reviews blueprints and plans; organizes and schedules work for skilled, unskilled, and supervisory personnel engaged in horticultural activities; and inspects work in progress and upon completion to ensure safety and work standards are maintained.
Coordinates activities with other sections within the Division, departments, contractors, and nurseries for efficient project completion.
Inspects projects and parks to prepare work assignments, small projects, and work schedules to ensure proper standards are being met.
Designs and writes specifications for various contracts utilized by Parks and Horticulture; oversees contracts related to horticulture (chemical, interiors, plans, trees, and so on).
Designs, reviews, and implements landscape creations for projects within the park and other divisions.
Maintains inventory records of equipment, materials, and supplies; monitors expenditure accounts; and purchases necessary replacements as needed according to Purchasing procedures.
Prepares and administers Section budget; recommends goals, objectives, equipment, materials, and personnel.
Interviews applicants for vacant, non-exempt positions; recommends selections and promotions to Assistant Division Manager and Division Manager.
Establishes and provides employees with safety awareness and technical training; counsels employees as needed to resolve problems.
Administers disciplinary actions according to City policies, procedures, and union contracts; investigates and responds to grievances filed against Section.
Responds to citizen complaints/inquiries; initiates correction action as needed; and keeps Division Manager apprised of complaints/inquiries and action taken.
Holds a Public Pesticide Applicator License (including Core & Turf and Ornamental); applies pesticides following proper protocol.
Performs other duties as assigned.
KNOWLEDGE, SKILLS, AND ABILITIES:
Knowledge of modern practices and principals of horticulture, botany, agronomy, and related fields.
Knowledge of the development, improvement, and evaluation of landscape and maintenance programs of planting, irrigation, fertilization, chemical application, and growing techniques.
Knowledge of writing contract specifications and the ability to manage contractors and vendors.
Knowledge of insects, parasites, diseases, and other infestations which affect plant life and the composition and application of insecticides, fungicides, herbicides, and disinfectants for their control.
Skilled in the use of personal computers and software programs.
Ability to design, draft, and review landscape plans.
Ability to supervise and train assigned employees engaged in horticulture area.
Ability to establish and enforce safety standards and safe operating procedures.
Ability to effectively communicate with the general public, outside agencies, and City employees.
Ability to walk over uneven terrain for extended periods of time.
Ability to visually detect imperfections in work when performing inspections.
Ability to communicate effectively, both orally and in writing.
