Job Description
|
|
Performs professional horticultural and construction work managing the development of City projects by contractors. Primary duties include coordinating with Project/Construction Management, various contractors, and Citywide staff on the review of plans/blueprints; analyzing site limitations, plant choices, planting techniques, and maintenance requirements and recommending changes to plans and works in progress; ensuring quality of plant materials, compliance with plan specifications; and preparing related reports. The employee is expected to use independent judgment and make immediate on-site decisions regarding appropriate plan changes. Work is performed under the general supervision of the Parks Division Chief and is reviewed through meetings, reports submitted, and results achieved.
Minimum Qualifications:
Bachelor's Degree in Horticulture, Landscape Design, Playground Development, or related field plus two to three (2-3) years of responsible experience in horticulture to include experience in landscape maintenance; or an equivalent combination of education, training, and experience. Must be a National Playground Safety Inspector Certified professional and possess a valid Florida Driver's License.

Manage projects from conception to completion; recommends design changes, and conducts site inspections during implementation; prepares progress reports.
Reviews blueprints/landscape designs; recommends appropriate plan choices, planting techniques, and maintenance requirements, playground detail, field impact.
Manage activities with other departments, private contractors, and nurseries for efficient project completion; inspects on-site plant materials for specs, accepts/rejects on-site plant materials to ensure quality specifications are met.
Coordinates with the Mayor's Parks Initiative Team. Responds to inspection reports, evaluates projects, tags plant materials, verifies design changes, and reviews all landscape contract projects.
Develop ground maintenance contracts on completed projects; oversees grounds maintenance contracts to ensure quality control.
Assists in preparation of annual budget; prepares long/short-term goals and quarterly reports.
Analyzes sites and assigns planting locations for urban reforestation program utilizing knowledge of horticulture, code requirements, citizen conflicts, and cultural limitations.
Responds to citizen complaints through on-site analysis of street tree health.
Serves as Bureau representative/coordinator for City Safety Committee; assists in developing and implementing training programs; analyzes injury/accident causes and preventions. Coordinates subrogation recovery monies.
Performs other related duties as assigned.
KNOWLEDGE, SKILLS AND ABILITIES:
Knowledge of modern practices and principals of horticulture, botany, agronomy, and entire park development.
Knowledge of the development, improvement and evaluation of landscape and maintenance programs of planting, irrigation, fertilization, chemical application and growing techniques.
Knowledge of insects, parasites, diseases and other infestations which affect plant life and the composition and application of insecticides, fungicides and disinfectants for their control.
Ability to design, draft and review landscape plans.
Ability to supervise and train subordinates engaged in horticulture area.
Ability to establish and enforce safety standards and safe operating procedures.
Ability to effectively communicate with the general public, outside agencies, and City employees.
Ability to walk over uneven terrain for extended periods of time.
Ability to visually detect imperfections in work when performing inspections.
Ability to communicate effectively orally and in writing.
Ability to stand and walk for extended periods, and perform work under adverse conditions, such as inclement weather, at cosntruction sites, exposure to insects and noise, which requires bending, stooping, and reaching.
