Job Description

|
Performs professional work supervising a regional recreation facility's operational, maintenance, and programming activities. A regional center differs from a neighborhood or community center in that the center has a gymnasium, the highest attendance level, the largest operating budget/revenue level, is open seven days a week, has active outside groups, and the supervisor may have City of Orlando-wide programming responsibilities. This position is responsible for promoting the facility for usage, revenue generation and bookkeeping, hiring facility employees, compiling weekly/monthly records, and purchasing supplies. This position reports to a Recreation Program Manager. Work is reviewed through reports, conferences, completion of performance goals, and the effectiveness of results achieved. Employees may be exposed to weather conditions including extreme heat.
Minimum Qualifications:
Associate's Degree in Recreation, Leisure Services, or related field and three (3) years experience developing and/or implementing recreational/social programs; or an equivalent combination of education, training, and experience. Valid Florida Driver's License required at the time of application. Commercial Driver's License (CDL) desired. Must pass criminal background check and polygraph examination. Some supervisory experience preferred.

Is responsible for the development, implementation, and management of a diverse range of programs tailored to meet the needs and interests of participants spanning various demographics and interests promoting their emotional, social, and academic development. Oversees: general center programming initiatives, including those targeting senior citizens, at-risk youth, and families; foundational programs including after-school, out-of-school, summer camp, adult fitness classes, weight room memberships, youth sports, daily senior citizen social and lunch, and extended after hours basketball programming. Conducts surveys to gather feedback; manages procurement of supplies; conducts staff training sessions; evaluates program effectiveness; and promotes program offerings. Establishes and maintains strong, trusting relationships with the youth, their families, and the community, creating a safe and supportive environment for all.
Plans, schedules, and executes annual events for the Neighborhood Center; organizes outreach and recruitment initiatives; represents the City at various community partner, feeder school, and zone events; and submits communications and graphic art requests to Communications Department for program and special event marketing materials.
Maintains the reliability of organizational records by verifying data entered into the Neighborhood Center database (ActiveNet); reviews data reports for attendance, daily revenue, rental deposit returns, and past due payments; reviews and schedules facility use fee waiver applications, facility use rental agreements, rental insurance certificates, and internal use applications; and approves employee time sheets.
Schedules, submits payroll, and approves time-off requests for all assigned part-time and full-time staff; oversees the operations of the Orange County Corrections Department contract for court ordered community service; and oversees operations of school required community service. Recruits, trains, and schedules youth sports and special event volunteers.
Oversees the facility maintenance and scheduling, the procurement of maintenance supplies, inventory management, and the compliance with regulatory standards; coordinates various aspects of facility upkeep, including submitting work orders, Capital Improvement Projects (C.I.P.), and alterations and improvement (A&I) projects; and conducts regular facility inspections to ensure cleanliness, safety, and compliance with City, state, and federal health codes across buildings, grounds, and equipment
Oversees a broad spectrum of responsibilities related to financial management and compliance within the Neighborhood Center including: managing the largest operating budgetary/revenue level; ensuring compliance with grant requirements; managing Orlando Community Youth and Trust, Inc. funding requests and budgets; facilitating fundraising efforts; and handling financial transactions such as the collection, receipt, and deposit of program/membership/ rental fees. Additionally, bills community groups for facility usage and processes check requests for contractual instructors.
Maintains all participant attendance records and payroll reports.
Enforces rules and regulations of the facility with the public; updates policies and procedures.
Submits vehicle requests for transportation of program participants; trains staff on appropriate use of City vehicles and related policies and procedures.
Provides oversight of organizational functions pertaining to staff management, training, and development within the context of the Neighborhood Center including orchestrating meetings, designing agendas, and guiding staff members through collaborative sessions. Develops, implements, and manages employee performance review processes and identifies training and development opportunities based on performance review outcomes. Complies with pertinent regulations and policies, including DCF staff training, 21CCLC training, state childcare regulations, and City policy and procedures.
Screens resumes for vacant positions, schedules and conducts interview processes, oversees onboarding procedures, and makes personnel recommendations based on comprehensive performance evaluations. Supervises assigned positions.
Maintains a comprehensive overview of employee performance, addressing any arising issues or concerns and ensuring seamless communication of pertinent information. Completes accident and incident reporting, ensuring compliance with regulatory standards and facilitating the resolution of workplace accident/incidents.
Maintains a Neighborhood Center, creating a safe, welcoming, and resourceful environment for everyone who walks through its doors; serves as a mentor and role model, offering guidance, support, and encouragement to help youth overcome obstacles and make positive life choices; works closely with staff to train them on best practices for engaging with and supporting at-risk populations, emphasizing empathy, respect, and understanding; and oversees the complexities of serving a larger population, which includes adapting programs to cater to a broader range of needs, interests, and backgrounds.
Ensures the accuracy and completeness of participant registration paperwork and forms within the organization; reviews participant registration materials; and provides training to selected employees on data entry procedures into the ActiveNet databases, as well as the completion of program notification forms.
Oversees 21st Century programming, prepares compelling grant applications, and ensures compliance with grant conditions; ensures all committee actions and financial practices adhere to relevant laws and regulations; and stays informed about changes in legislation, implementing necessary policy adjustments and maintaining meticulous records to demonstrate compliance during audits.
Performs various administrative tasks; attends meetings; schedules staff meetings; and conducts audits. Supervises/assist with the operations of sister sites within the City.
