Job Description
 
Performs administrative and managerial work in the field of urban forestry. Is responsible for planning, organizing, and directing forestry activities throughout the City of Orlando. Work involves conducting urban forestry studies; developing recommendations, policies, and urban forestry procedures; reviewing developing and landscaping site plans to ensure compliance with local environmental codes and ordinances; disseminating technical information and advice to public officials and the general public regarding forestry-related regulations and projects; and supervising, planning, and directing the work of assigned supervisors and field crews engaged in tree care and removal. Work is performed under the supervision of a Parks and Special Facilities Assistant Division Chief and reviewed through conferences, reports submitted, and results achieved. Work is performed outdoors and the employee may be exposed to extreme weather conditions and insects.

Minimum Qualifications:

Bachelor's Degree in Forestry, Landscape Architecture, or related field and two (2) years experience in urban forestry, municipal parks, and grounds operations, some of which must have been in a supervisory capacity; or an equivalent combination of education, training, and experience. Valid Florida Driver’s License and International Society of Arboriculture (ISA) certification required.
 
Responsibilities

Supervises, plans, trains, and directs the work of assigned supervisors and field crews engaged in tree care and removal. Employee may be exposed to extreme conditions during this task.

Conducts urban forestry studies to include street trees analyses, canopy analyses, type mapping, classification, etc., through use of aerial photos, statistical analyses, and related materials and methods.

Analyzes and monitors fuel usage for city vehicles, fuel storage tank inspections, and acts as primary liaison with contracted fuel provider.

Supervises code inspector who reviews site plans and blueprints to assure conformance with land use and grounds improvement codes, ordinances, and regulations.

Provides professional input to other departments in the field of urban environmental improvement and protection, park design, and layout with regard to trees, land planning, and arboriculture.

Discusses arboricultural plans and problems; provides technical expertise in disseminating information and advice regarding the cultivation of tree life compatible with local environmental conditions.

Consults with public officials, municipal management personnel, and interested individuals and groups regarding compliance of horticultural plans with land use and grounds improvement ordinances and regulations. Disseminates technical information and advice to public officials and the general public regarding forestry-related regulations and projects.

Obtains, reviews, and provides technical data concerning soils, fertilizers, and methods for cultivating trees.

Represents the Department at assigned committee and subcommittee meetings.

Assists in the development of site and landscape plans for park design and layout with regards to trees.

Prepares specifications and material lists for the purchase of equipment, supplies, and contractual services necessary to improve the tree canopy; reviews bids; and makes recommendations as required.

Establishes and maintains an inventory and account of trees, materials, supplies, and equipment.

Periodically inspects landscaped areas to ensure that trees are healthy and free from disease and insect infestation.

Coordinates, plans, and provides advice on local forestry conservation and activities; speaks to citizen groups regarding proper urban forestry and arboricultural techniques and forestry-related projects.

Enforces laws and ordinances for tree permits and trees in general.

Meets with public regarding complaints; coordinates related matters.

Develops and monitors forestry budget; maintains activity records; and prepares periodic activity and budget reports.

Keeps abreast of new developments in the field.

Develops recommendations, policies, and urban forestry procedures; reviews developing and landscaping site plans to ensure compliance with local environmental codes and ordinances.

Ensures that staff are properly trained and credentialed for the work they do.

KNOWLEDGE, SKILLS, AND ABILITIES:

Knowledge of modern practices and principles of botany arboriculture, urban forestry, and related fields.

Knowledge of soils, fertilizers, and methods of plant cultivation compatible with local environmental conditions.

Considerable knowledge of basic species of trees and of their growth, maintenance conditions, needs, diseases, and species profile.

Knowledge of the methods, materials, equipment, and tools used in forestry operations.

Ability to establish and control a program of tree planting and maintenanceAbility to recognize deterioration of tree stock and initiate appropriate action to reduce disease/damage and promote healing.

Ability to conduct arboricultural planning studies and to analyze and formulate recommendations based upon such studies.

Ability to read blueprints and landscape site plans.

Ability to visually inspect trees to determine treatment.

Ability to establish and maintain effective working relationships as necessitated by the work.

Ability to maintain comprehensive records and files and to submit activity reports.

Ability to use a computer.

Ability to communicate clearly and concisely, both orally and in writing.

Ability to operate various trucks and equipment used in urban forestry.
