|
Performs administrative and professional work coordinating the 21st Century Community Learning Center (CCLC) grant project for the Recreation Division. responsible for assisting in managing the overall operations and implementation of 21st CCLC grant project; oversees the collection and preparation of the program data for performance reports; assists in the implementation of all program elements which include: working with the site staff to hire teachers, establish relationship with neighboring schools and admPerforms administrative and professional work coordinating the 21st Century Community Learning Center (CCLC) grant project for the Recreation Division. Responsible for assisting in managing the overall operations and implementation of the 21st CCLC grant project; overseeing the collection and preparation of the program data for performance reports; and assisting in the implementation of all program elements, including working with the site staff to hire teachers, establishing relationships with neighboring schools, and administration. Primary duties include planning, scheduling, budgeting for supplies, curriculum, and personnel. Work is performed under the direction of the Recreation Division District Manager and reviewed through meetings, reports submitted, observation, and evaluation of results obtained.
Minimum Qualifications:
Bachelor's Degree in Education, Youth Development, Recreation, or related field; or four (4) years of experience in the education, recreation, or leisure services field overseeing various activities, such as educational programs, youth sports, cultural and therapeutic arts, health and fitness, community centers, etc, two (2) years of which must have included supervisory, budget management, or grant management experience; or an equivalent combination of education, training, and experience. Valid Florida Driver's License required. Florida Department of Children and Families Multi-site Director credential required or must be obtained within five (5) months of employment.ultural and therapeutic arts, health and fitness, community centers, etc.,with two (2) years of which must have included supervisory, budget management or grant management experience. Responsibilities

Assist in the development of the program budget and oversee all expenditures to meet grant requirements.
Assist in the creation of the overall program design, structure and curriculum taught.
Manage, analyze and evaluate existing and new 21st CCLC grant projects. Initiate
corrective action when needed.
Reviews, monitors, and ensure adherence of 21st CCLC and Recreation Division program Goals and objectives.
Assist in the completion of formative and summative evaluations with
oversight from the Recreation Division District Manager.
Assist in the implementation of City of Orlando policy and procedures in the areas of administration, operations, curriculum and finance.
Assist in the management and review of all data collection processes.
Assist in the hiring, training, managing and development of grant project staff to facilitate and support the operations of all program sites.
Maintain and/or ensure accurate and timely reporting of staff program schedules, payroll, purchasing, inventory, and youth attendance.
Facilitate and ensure the completion of all grant project contractual obligations with outside agencies.
Ensure compliance with various grants from the federal and state agencies; interprets and follows each grant or contract guidelines concerning reporting requirements and cutoff dates for expending grant funds.
Tracks program and project operating expenses, personnel payments, revenue receipts, makes budget amendments, prepares report by due dates and provides advance on the overall financial status of award; advises on irregularities.
Assist in developing community partnerships and supervising project associates.
Works closely with the managers and coordinators responsible for award oversight and administering pre-award and post-ward activities related to projects and programs; assists with budget preparation and filing of required fiscal reports; obtains needed data such as in-kind information, cash matches, and program narratives; provides status report to prevent under spending and maximize funds.
Performs other duties as may be required.
Knowledge, Skills, and Abilities:
Knowledge of state, federal and corporate grant administration and compliance.
Knowledge of financial and reporting requirements for grants from federal and state agencies.
Knowledge of financial accounting standards and general accounting principles
Knowledge of youth development programs and operations.
Knowledge of school district policy, practices and systems.
Skill in the use of personal computers and related software applications.
Skill in presenting information
Skill in organizing resources and establishing priorities.
Excellent computer software skills – Microsoft Office (Word, Excel and Access), email/electronic calendar and data collection systems.
Ability to prepare complex and accurate financial reports required by grants.
Ability to prioritize multiple tasks and work under tight deadline.
Ability to learn and use financial management applications such as IDIS/eCivis.
Ability to plan, direct and review the work of others.
Ability to establish and develop effective working relationships with others.
Ability to communicate effectively, both orally and in writing.
Ability to work at a computer for extended period of time.
