Job Description
 
Performs professional work supervising the operational, maintenance, and programming activities of a community center. A community center differs from a regional center in that it does not have a gymnasium, has a middle attendance level, has a middle revenue level, is typically open six (6) days a week, and may have active outside groups. An employee in this classification is responsible for promoting the facility for usage; generating revenue generation; bookkeeping; hiring facility employees; compiling weekly/monthly records; and purchasing supplies. This position reports to a Recreation Program Manager. Work is reviewed through reports, conferences, completion of performance goals, and effectiveness of results achieved. Some positions are assigned to outdoor facilities/parks and employees may be exposed to weather conditions including extreme heat.

Minimum Qualifications:

Associate's Degree or Technical Certificate in Recreation, Leisure Services, or related field and two (2) years experience developing and/or implementing recreational/social programs, preferably with some supervisory experience; or an equivalent combination of education, training, and experience. Valid Florida Driver's License required. Must pass background check which includes polygraph. Commercial Driver's License (CDL) desired.
 
Responsibilities
 
EXAMPLES OF WORK PERFORMED:

Conducts surveys to identify the needs of patrons and develops recreational/ social programming and special events to meet those needs; plans activities; orders supplies and equipment; trains necessary staff; and evaluates and promotes existing programs.

Prepares annual schedule of facility programming and special events.

Screens and accepts reservations for facility usage; serves as liaison with community groups; consults with prospective facility users regarding fees, insurance, and related matters.

Recruits, interviews, trains, and supervises all employees and volunteers at the facility.

Ensures facility maintenance schedule is followed; conducts inspections of buildings, grounds, and equipment for cleanliness and safety in accordance with City, state, and federal health codes.

Collects, receipts, and deposits all center and program fees; bills community groups and processes check requests for contractual instructors.

Maintains all participant attendance records and payroll reports.

Enforces rules and regulations of the facility with the public; updates policies and procedures.

May supervise assigned staff.

Chairs, co-chairs, and participates on committees; attends advisory board, community, townhall, and HOA meetings.

Participates in emergency management planning; conducts emergency drills and training.

Manages the budget; identifies budget adjustments needed for projected projects or needs for facility.

Oversees hiring, supervising, performance evaluation, and disciplinary action for assigned employees; also, oversees employee timekeeping and leave requests.

Establishes and implements internal controls and processes to monitor compliance with contract agreements and awarded grants.

Surveys patrons and community to build community relations with the general public.

Provides transportation for programs and activities; drives physicals and trainings.

Meets and oversees residential partner contracts such as Seniors First and Head Start that provide a service to the community.

Coordinates all issues related to the facility's renovations and maintenance

KNOWLEDGE, SKILLS, AND ABILITIES:

Knowledge of the rules and regulations governing the conduct of various recreational programs/events.

Knowledge of office practices including bookkeeping, statistical reporting, and budgeting.

Knowledge of facility and grounds maintenance.

Ability to communicate effectively, both orally and in writing.

Ability to plan and supervise the work of assigned employees and volunteers.

Ability to plan and implement programs for all ages.

Ability to visually inspect facilities for repairs.

Ability to initiate programs and evaluate their effectiveness.

Ability to walk over uneven terrain or unpaved paths.

Ability to establish and maintain effective working relationships with staff, community groups, merchants, schools, and patrons of all ages.

Ability to operate a passenger bus.

Ability to operate a personal computer.
